What are the responsibilities and job description for the Capital Budget Analyst position at Port of Tacoma?
The Capital Budget Analyst (CBA) assists Port and NWSA staff in the development and management of the Capital Investment Plan (CIP) Budgets for the Port of Tacoma and the Northwest Seaport Alliance (NWSA) in both North and South harbors and the tracking and reporting of project actual expenses.
This position is responsible for accurate updates and reporting on the CIP, project budgets, and North Harbor actual costs within the project tracking software (Microsoft D365); providing information to internal stakeholders; and maintaining appropriate systems.
This position is responsible for conducting analysis and providing clear, concise, and accurate reporting of the CIP, actuals, forecasts, and period cash flow projections to ensure the CIP remains within the approved amount.
Minimum of four (4) years experience providing professional duties and support in the areas of business, project management, construction management, or similar functions is required. Experience creating, tracking and reporting on budgets, as well as high proficiency in Excel, Word and PowerPoint is also required.
Experience with accounting software, Microsoft D365, project management software and a familiarity with Power BI is preferred.
Knowledge:

- Manage development of the CIP budget, forecasts, and ad-hoc analysis for both organizations from all project sources including but not limited to Engineering, Environmental, Planning, Maintenance, Information Technology, and other departments.
- Manage and report the CIP and assign required attributes appropriately in the system. Work closely with accounting staff to assign the accounting attributes and project managers for project attributes.
- Enter CIP and funding data into the system and into project authorization requests. Assist in the preparation of documentation for spending authorization.
- Support accounting and project management by reviewing charges for accuracy in accounting treatment.
- Provide support for the Investment Development and Decision Process (IDDP) which identifies new projects to be entered into the CIP.
- Provide project administration support for Engineering department and Environmental and Planning department for both organizations.
