PROGRAM DESCRIPTION AND JOB SUMMARY
The Primavera Foundation is co-creating pathways out of poverty through housing, workforce development, homeownership and financial education, and comprehensive community development.
The Primavera Foundation is a chartered member of NeighborWorks America serving the greater Tucson community since 1983. Primavera operates under a unique mix of diverse revenues including revenue-generating lines; donations; corporate grants and contributions; family and private foundation grants and contributions; and government grants. The Finance Management Officer, in conjunction with the supervision and guidance of the Chief Compliance and Finance Officer and contracted CPA firm, is responsible for strategic financial planning, oversight, and management of the organization’s fiscal health. The Finance Management Officer is responsible for the organization’s finance and accounting functions and works to develop and establish annual and long-range financial goals, strategies, plans, and policies. Primavera is seeking an individual who will successfully provide financial strategic leadership in a complex, dynamic, and growing organization. The successful candidate will be a strong, analytical leader who is fast-paced, driven to accomplish, highly structured, and detail-oriented, with a demonstrated history of leading successful outcomes.
DUTIES AND RESPONSIBILITIES (Work assignments may vary depending on department needs and will be communicated by leadership):
- Strategically plan, develop, organize, implement, direct, and evaluate the organization’s fiscal functions and performance outcomes
- Evaluate and advise on the impact of financial data, forecasting, long-range planning, introduction of new programs/strategies and regulatory action
- Create, present, review, and manage annual operating budget, in partnership with and the ongoing education of and communication with organizational leaders
- Validate Primavera’s finances by providing timely and accurate analyses of budgets, financial reports and financial trends to assist leadership in performing their responsibilities and enabling the most appropriate strategic decisions/actions
- Develop, implement, update, enhance, and assure compliance with finance, payroll accounting and procedures for the organization, by way of systems that ensure and improve the overall operation and effectiveness of the organization
- Provide technical financial advice and knowledge to others within and regarding the financial discipline(s)
- Assure that Primavera is prepared for and participates productively in the scheduled/required audit processes
- Participate in continual improvement of the budgeting process through education and engagement of senior leadership, program and department directors/managers on financial issues impacting their budgets and fiscal outcomes
- Provide strategic, financial input and leadership on decision-making issues affecting the organization, e.g. evaluation of potential partnerships, alliances, acquisitions and/or mergers, properties, capital expenditures, and investments
- Optimize the handling of banking and investment relationships. and initiate appropriate strategies to enhance cash position
- Develop a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs
- Act as a trusted financial advisor on any contracts into which the organization may enter
- Ensure adequate coverage for and compliance with property and liability insurance requirements
- Partner with Primavera’s Chief Compliance and Finance Officer, to evaluate the finance/accounting discipline structure, and plan for continual improvement of the efficiency and effectiveness of the team, including planning for and ensuring growth of strengths, competency, and capacity to meet organizational needs

KNOWLEDGE, SKILLS, AND ABILITIES
- Demonstrated excellence in the following:
- Accounting principles, practices and procedures
- Financial operations, particularly cash flow, budgeting, financial statements
- Automated accounting systems and spreadsheet applications
- Proven experience in recording, reporting, analyzing and making recommendations in relation to complex financial data
- Problem-solving and implementation of proactive strategies designed to measure and enhance operational efficiency and effectiveness
- Timeliness in responding to inquiries and requests
- Leadership in building, managing and developing a team
- Strategic thinker with sound business experience and the ability to keep pace in a diverse and complex industry environment
- Sound and accurate judgment/decision-making
- Prioritization and meeting of deadlines
- Delegation and assurance of necessary monitoring to ensure successful accomplishments/achievement
MINIMUM QUALIFICATIONS
- Bachelor’s degree in finance, accounting or business administration
- Minimum of five years of supervisory experience with a finance team
- Five years of progressively responsible experience in a senior financial leadership role
- Comprehensive leadership experience in the financial management of an organization
- Demonstrated knowledge and expertise in applying Generally Accepted Accounting Principles (GAAP)
- Significant experience in and knowledge of accounting, including sophisticated fund and grant accounting, compliance and reporting.
- Excellent, timely verbal and written communication skills
- Valid driver’s license, clean driving record for purposes of organizational insurance coverage, and proof of financial responsibility for use of personal vehicle.
