The Prince George's County Government Department of Health seeks qualified applicants to fill a Business Operations Manager position, grade G29, within its Office of Administration/Fiscal Division.
About the Position
This position is responsible for directing professional staff in the areas of accounts payable and billing/accounts receivable within the Health Department. This position provides key management level administration of these functions. Work is governed by broad policy and procedure and incumbents in this role are expected to function with limited supervision. Incumbents must have demonstrated experience in managing complex accounting assignments which may include Epic, SAP software, and local government or healthcare business and accounting processes. The incumbent will work on developing polices, enhancing procedures, and improving efficiencies in these areas. Incumbent will also be held responsible for accurate and timely reporting and ensuring deadlines are met within the function areas. This position will identify fiscal risks, gaps, and other issues in processes and help find resolutions to improve overall performance, effectiveness, and efficiency where possible. Incumbent will be expected to coach, mentor, and develop staff as a member of the Office of Administration’s leadership team.

- Leads cross training and succession planning opportunities to improve continuity of operations
- Develops policies and procedures for business unit to improve operational efficiency
- Liaisons with business units and program areas that provide patient care to improve communication and collaboration
- Manages staff responsible for revenue cycle management, billing, and agency wide accounts payable processes.
- Applies a continuous improvement approach to drive revenue cycle and accounts payable process improvements.
- Develops performance metrics to track and measure continuous improvement initiatives.
Qualifications
- Master's Degree in Accounting, Finance, Quantitative Analyses, Public or Business Administration, Healthcare, Public Health or related field
- Four (4) years of progressively responsible accounting work with at least two (2) years of supervisory experience
- Two (2) years of responsible experience in public health or another healthcare related position
An equivalent combination of education and experience may be considered.
Preferred Qualifications:
- Epic software training and/or certification
- Building revenue cycle automation using Epic software
- SAP software experience
- SAP training and/or certification
- Experience in insurance/provider credentialing
- Experience managing a medical billing department
- Lean six sigma training and/or certification
- Change management or project management certification

General Plan Information:
The Prince George’s County benefits plan year is from January 1 to December 31.
A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.
Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.
The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).
New employees must enroll in the County’s health benefit plans within thirty (30) days of the hire date.
The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.
After enrolling in the County’s benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
