Job Title: Line Clearing Arborist

Department: ROW-Right-of-Way

FLSA Status: Non-Exempt

Job Type: Regular

Job Status: Full-Time

Reports to: Arborist Foreman

Work Schedule: Monday-Friday 7AM-4PM

Licenses

1. Must possess a valid driver’s License at the time of employment.

2. Must possess at the time of employment or obtain at a time designated by Pulaski Electric System, a valid Red Cross or equivalent certification of proficiency in adult CPR and first aid.

Education

1. High school diploma is required.

Position Specific Requirements

Essential Tasks

1. Remove trees and tree limbs that pose a danger to the power lines.

2. Must satisfactorily perform bucket truck rescue and tree rescue yearly

3. Assume responsibility for the care and safeguard of the customer’s property.

4. Operate any PES owned aerial lifts, dump trucks, chippers & boom trucks in a safe manner and in compliance with the manufactures operation limits.

5. Know and comply with ANSI A300 trimming practices

6. Must be able to work outside normal work hours, assisting line and service crews during emergencies (power outages) and perform other duties when necessitated by work requirements.

7. Utilize various types of trimming tools for proper methods of tree trimming.

8. Perform mechanical work to keep chain saws, chippers, bucket trucks and dump trucks safe and in top working condition. Also, maintenance and care of company vehicles as requested.

9. Assume responsibility for vehicles, tools, and equipment as assigned.

10. Maintain first aid, fire extinguishers, drinking water and other personal protective and safety equipment as assigned.

11. Operate a two-way radio and/or cellular phone and speak in a clear and understandable voice.

12. Any other work assigned by the Foreman or designated supervisor required for successful performance.

Licenses

1. Must possess at the time of employment or obtain within six (6) months of hiring, a valid Class B Commercial Driver License allowing legal operation of a motor vehicle in Tennessee. Maintaining of the Class B CDL or equivalent is a continuing condition of employment.

2. Must possess a valid Drivers’ License at the time of employment.

3. Must possess at the time of employment or obtain at a time designated by Pulaski Electric System, a valid Red Cross or equivalent certification of proficiency in adult CPR and first aid.

Education, Training, Experience

Experience Classifications

General

A Right of Way Arborist employee shall be expected to be capable of learning to perform all appropriate duties associated with ROW maintenance and clearing.

The ROW Arborist will be evaluated by the Crew Foreman, Vegetation Management Foreman, Chief Operations Officer, and Safety Director at the six-month probationary period, the one-year period, and every year after that to determine if employee is ready to move to the next level of Right of Way Arborist as listed in this job description.

Duties of ROW Arborist level 1

This position is the beginning of active training in the ROW field with a focus on ground clearing, brush clearing and using a chipper.

1. Learn the nomenclature of PES ROW crews.

2. Ground clear ROW with a chainsaw and pole saw.

3. Learn how to operate and feed the brush chipper efficiently and safely.

4. Maintain equipment used for ROW work including, saws, trucks, ropes, chippers, and tools.

5. Start learning tree climbing techniques in a controlled environment.

6. Start learning to use a bucket truck in a controlled setting away from energized lines.

7. Familiarize oneself with the ANSI Z133 safety requirements for Arboricultural Operations.

8. Complete Line Clearing Arborist Certification Training.

Duties of ROW Arborist level 2

Having demonstrated the abilities to work effectively on the job assignments of the previous step, and after successfully completing Line Clearing Arborist Certification Training the employee will receive more challenging assignments.

1. Use the experience and training to trim ROW from a bucket truck using the appropriate equipment and clearances.

2. Set up the bucket truck and or chipper in the appropriate locations in order to best clear lines in a safe and efficient manner.

3. Understand PES poles, hardware, conductors and voltages in order to effectively and safely work near energized lines.

4. Demonstrate ability to trim trees according to the ANSI A300 Standard.

Duties of ROW Arborist level 3

After demonstrating the ability to perform the duties of a level 1 and level 2 Arborist, and after demonstrating sufficient experience and competence levels to be able to perform as a crew lead in the absence of a foreman. The employee will be evaluated for the Arborist level 3.

1. Capable of climbing trees using climbers and steps.

3. Must have 20/20 vision or correctable to 20/20.

4. Capable of lifting and carrying a weight of 100 pounds or more.

5. Capable of working outdoors in all weather conditions, including periods of temperature extremes occurring in the PES service area.

6. Capable of working extended hours in adverse weather conditions.

7. Capable of working outdoors during periods of poor air quality resulting from pollen or dust contamination, which may contribute to allergic, or respirators distress.

8. Capable of working 12-16 hour days.
