Business Consultant (OpenVMS Modernization)

Location:
Fully Remote (Victoria, BC)

Contract Duration:
1 Month Contract – T4 only / INC (*Possible extension of 12 Months)

Tentative Start Date: 02/18/2025
Tentative End Date: 03/31/2025

Standard Hours Per Day: 7
Total Working Days: 35

Required Skills & Qualifications:

• Minimum 5 years’ experience within the BC Government IT sector, demonstrating experience with transforming business processes.
• Experience with Jira and Confluence in an agile approach.
• Working with the OpenShift Container Platform.
• Experience with Ministry of Education and Child Care applications: PEN and TRAX.
• Experience with the Ministry of Education and Child Care.
• Proponents should visibly demonstrate experience working in a public sector (e.g., core federal or provincial government, crown corporations, or agencies) environment. In evaluation, particular emphasis will be placed on:
  • Experience working with similar BC Government core policy, compliance, and standards.
  • Experience working with similar BC Government infrastructure hosting.

Business Consultants should demonstrate in their submitted examples that they have the ability to:

• Identify, define, model, and document business needs, including the ability to:
  • Model and document technical solutions.
  • Develop and present business cases including feasibility studies, risk assessments, and cost-benefit analysis of solution alternatives.
  • Define and document product and funding for development and ongoing support.
  • Develop presentations, reports, and submissions required by clients to secure approval and funding from Executive or Treasury Board, and develop work plans.
• Interact professionally and productively with a wide variety of people in diverse roles (e.g., executives, contractors, technical experts, naïve users) to develop and implement:
  • Automated business processes.
  • Service agreements with service consumers and suppliers.
  • Appropriate service management processes.
  • Training/educational materials.
  • Application maintenance support.
• Manage the quality of the delivered business solution to ensure it meets the quality expectations:
  • Ensure structure, design, and development of the deliverables is in compliance with applicable standards.
  • Monitor/control project progress, resource usage, and cost.
  • Ensure performance of technical reviews and audits and obtain required approvals before implementation.
