Job Description
The Veterans Health Administration (VHA) is seeking a highly experienced part-time Subject Matter Expert (SME) to support VHA Senior Leadership in the modernization of its financial and accounting systems. The ideal candidate will possess executive-level healthcare experience, particularly within the Department of Veterans Affairs (VHA) and/or the Department of Defense Healthcare System, with a deep understanding of VHA’s Veteran Integrated Service Network (VISN) structure. This role requires specialized knowledge in finance, acquisition/logistics, strategic planning, and system implementation to ensure the successful transition to a new financial management system.
Key Responsibilities:
- Lead and contribute to setting the vision and direction for VHA’s financial and acquisition operations, drawing from past executive-level experience in large, complex healthcare organizations, preferably within VHA or the Department of Defense Healthcare System.
- Provide expertise on the structure and operations of VHA’s Veteran Integrated Service Networks (VISNs), with a specific focus on finance, acquisition, and logistics functions.
- Develop and oversee strategic and tactical plans for VHA’s financial and acquisition systems transition, ensuring alignment with overall organizational goals and objectives.
- Communicate financial policies, procedures, and information effectively to large organizations, ensuring clarity and adherence to standards.
- Lead and support the development of annual financial statements and oversee managerial cost accounting, actuarial modeling, and related functions.
- Support research and development efforts aimed at enhancing VHA’s financial and operational systems.
Required Education, Skills, and Experience
- Bachelor’s degree in finance, accounting, business administration, healthcare management, or a related field.
- 15 years of executive-level experience in finance, acquisition, and logistics.
- 5 years of experience managing healthcare organizations.
- Proven Chief Financial Officer (CFO) experience at both the medical center and VISN levels, with a focus on healthcare finance and operations.
- In-depth knowledge of VHA’s VISN structure, with a preference for candidates with experience in a consolidated VISN operation, providing insight into how financial and acquisition policies impact operations at different organizational levels.
- Strong background in financial systems implementation, specifically with systems such as CALM (Consolidated Accounting and Logistics Management) and/or the Financial Management System (FMS).
Preferred Education, Skills, and Experience
- Advanced degree (MBA, MHA, or equivalent).
- Extensive experience with system transitions, including managing the transition from legacy financial systems to new platforms, ensuring seamless integration with existing processes and systems.
- Experience in policy development and overseeing large-scale operational projects, particularly in healthcare finance and systems transitions.
- Exceptional communication skills, with the ability to convey complex financial information to senior leadership and large, diverse audiences.
- Strategic thinker with the ability to balance tactical and long-term planning in a dynamic, high-stakes environment.
- Ability to work collaboratively across teams, driving change and facilitating decision-making at all organizational levels.

- Profit-sharing/Performance Bonus: Rios Partners is committed to ensuring the success of the organization benefits the entire team. As such, a portion of profits is paid out to employees. The total amount of Profit-Sharing/Performance Bonus distributed to the team may vary year to year and will depend on numerous factors, including market conditions, company performance, and individual performance.

- Paid Time Off (PTO) and holidays: You will be eligible for three weeks of PTO (15 days) and 12 paid holidays each year. In additional accrued PTO, Rios Partners provides additional time off for both expected and unexpected events (e.g., Bereavement Leave, Jury Duty, Voting).
- Maternity, Paternity, and Adoption Leave: Rios Partners celebrates employees’ choice to become parents. We are also aware that pregnancy and caring for an infant or a newly adopted child may cause additional life complexities. As such, we provide employees twelve (12) weeks of paid leave in association with the birth of an employee’s own child or the placement of a child with the employee in connection with adoption or foster care. To be eligible for Maternity/Paternity/Adoption Leave Program, team members must: 1) Have worked at Rios Partners full-time for a minimum of 12 continuous months. 2) Be in good employment standing with Rios Partners (i.e., not on probation). 3) Request leave a minimum of 30 days in advance if possible. If this is not possible, please place your request as soon as possible once you become aware of it. Regardless of eligibility for the Rios Partners Maternity/Paternity/Adoption Leave Program, all Rios Partners employees are eligible for the Department of Labor’s Family and Medical Leave Act entitlements as well as Rios Partners Short Term Disability plan.
