POSITION SUMMARY: 

Under the clinical direction of the Medical Director and administrative direction of the Chief of Health Services, provides outpatient psychiatric care to children and their families. Uses whole-person care when working with a child and their family to arrive at a diagnosis and treatment plan. Provides medical direction/support to staff; participates in clinical program planning; and reviews and approves agency diagnostic evaluations, person-centered plans, and quarterly reviews. This position will be knowledgeable about and actively support culturally competent recovery-based practices; person centered planning as a shared decision-making process with the individual, who defines his/her life goals and is assisted in developing a unique path toward those goals; and a trauma informed culture of safety to aid consumer in the recovery process.

ESSENTIAL DUTIES AND RESPONSIBLITIES:

  1. Provides psychiatric oversight by reviewing and approving agency diagnostic evaluations, treatment plans and other assessments as required through funding sources and/or accreditation bodies in a timely fashion.
  2. Complete psychiatric evaluations and medication reviews of assigned consumers in a timely fashion.
  3. Prescribes medication where appropriate. May prescribe medication to a consumer while performing an on-call coverage for another Psychiatrist and/or Medical Director. 
  4. Orders and monitors laboratory and associated tests related to child’s psychiatric care and needs. 
  5. Treats mental health issues involving the children and their families. 
  6. Participates in clinical program planning.
  7. Maintain own professional development to ensure continuing improvement in providing quality care to their consumers and their families.
  8. Interprets clinical findings, as needed, to staff, parents, teachers, family members, and any other consented individuals. 
  9. Utilizes a team approach to keep all members informed, is respectful of the time for all participants in completing services and documentation.
  10. Consults with other professional staff and programs in the treatment of children and their family.
  11. Prepares diagnostic reports in a timely fashion. Completes documentation in SCCMHA electronic medical record and required paper records as well as those required by the host agency record keeping systems.
  12. Documents time in the SCCMHA electronic medical record, accurately reflecting services and amount of time spent. Records all communications and consultations.
  13. Attends required in-services and provides in-services to staff as needed and requested. May participate in academic training of college students from any University affiliated with the agency according to policy. 
  14. Adheres to the core values and operating principles of Saginaw County Community Mental Health Authority (SCCMHA) at all times. 
  15. Participates in peer chart reviews as assigned.
  16. Serves as SCCMHA subject matter expert in the psychiatric care of children and families.

INCIDENTAL DUTIES AND RESPONSIBILITES:

  1. Attends meetings, seminars, workshops, and community events related to the public mental health mission.
  2. React productively to changes, and handle other essential tasks as assigned.
  3. Participates in CQI functions.
  4. Uses computer hardware and software to perform tasks.
  5. Attends and passes mandatory trainings; responsible for keeping their required trainings updated; and maintains continued credentialing requirements by the State of Michigan.

WORKING CONDITIONS/ENVIRONMENT:

Works in clinic and community settings with children and families who are receiving services at SCCMHA. Works in office setting with keyboard/computer and similar office equipment. Will evaluate consumers in a variety of community settings. May be asked to provide services at a variety of locations.

QUALIFICATIONS:

Education:

Doctorate degree in medicine or osteopathy, completion of psychiatric residency and child psychiatry fellowship.

Experience:

None with appropriate education.

Licenses and Certifications:

Must be Board Eligible or Board Certified. Must have State of Michigan Physicians’ License, Subspecialty certification in the field of Child Psychiatry, Controlled Substance License and Controlled Substance Registration Certificate (DEA). 

Knowledge, Skills, and Abilities:

  1. Extensive knowledge of psychiatric diagnosis and treatment of children and families. 
  2. Must have the ability to use a computer to enter information into an electronic medical record. If computer/EMR proficiency is absent, must demonstrate the willingness to learn/develop this skill within a reasonable time frame.
  3. Ability to effectively interact and establish a rapport with staff, consumers & their families, and to develop therapeutic relationships. 
  4. Ability to use intervention methods to bring about positive behavioral changes in consumers.
  5. Ability to plan, organize and complete work in a timely fashion.
  6. Ability to coordinate with other disciplines to maximize positive consumer outcomes.
  7. Ability to facilitate small groups and work effectively in a team environment and be receptive to feedback.
  8. Effective oral and written communication skills, minimum of college level.
  9. Effective problem solving and mediation abilities.
  10. Ability to maintain favorable public relations and provide community leadership.
  11. Ability to exercise independent and mature judgment.
  12. Ability to accept and implement constructive supervision.
  13. Ability to maintain appropriate professional boundaries.

Physical/Mental Requirements:

  1. Hearing acuity to converse in person and on telephone.
  2. Visual Acuity to read and proofread documents and use CRT.
  3. Ability to walk, stand or sit for extended periods of time.
  4. Manual dexterity to write and to operate standard office equipment (PC, Keyboard, Copy Machine, Fax Machine, etc.)
  5. Ability to regularly lift and carry files and supplies at least 20 pounds. Ability to reach, bend, or stoop to manage charts or supplies up to 20 pounds, must also have the ability to push or pull large records cart.
  6. Strong interpersonal skills to interact with leadership, employees, consumers, their families, and the general public.
  7. Mental capacity to think independently, follow instructions and use judgment.
  8. Ability to plan short and long range, and to manage and schedule time.
  9. Ability to handle stress in meeting deadlines and dealing with large numbers of employees and/or consumers.
