POSITION SUMMARY
The Contracts Specialist reports to the Procurement and Contracts Supervisor and will work with Project Managers, Project Controls, Procurement and Administration and be directly responsible for the review, preparation, implementation, and administration of Contracting and Subcontracting services with Clients and Third Parties on behalf of the Company.
This "hands-on" position will have day-to-day responsibility for developing and executing contracting strategies, contractor prequalification and selection, review of terms and conditions, contract package preparation, commercial proposal evaluations, negotiations and recommendations for award, contract preparation, and contract administration from negotiation and award through completion and closure.
Duties of the position include providing projects procurement support, such as preparing tender documents, soliciting quotations, commercial evaluations and recommendations for award, commercial negotiations, preparation, and administration of purchase orders including expediting vendor obligations for required deliverables and procurement subcontracted services as required.
ESSENTIAL JOB RESPONSIBILITIES
- Assist with the review and assessment of project needs based on Client contract requirements to ensure all areas are addressed as they relate to contract activities and obligations.
- Strict adherence to Company ethical standards.
- Prepare contracting / subcontracting strategies.
- Maintain Company contracts database for accuracy and completeness.
- Evaluate and Pre-qualify contractors and suppliers.
- Conduct meetings such as pre-bid clarifications, pre-award, scope review meetings, and support Project management meetings.
- Prepare request for proposals and monitor on time Technical and Commercial proposals from contractors / suppliers.
- Review commercial proposals, prepare competitive bid analysis, determine compliance with terms, ensure responsiveness and responsibilities from bidders and prepare final recommendations for award.
- Prepare contracts for award, ensuring completeness and accuracy.
- Develop pricing negotiation strategies.
- Prepare and ensure all Company appropriate approvals are in place prior to executing award commitment.
- Evaluate, negotiate, and recommend contract terms and conditions.
- Evaluate contract non-conformances and disputes and prepare recommendations to management and legal for review.
- Ensure compliance to Projects and Client Insurance requirements.
- Ensure Lien Waiver Releases are obtained.
- Evaluate, prepare, and administrate contract change order processes.
- Review, approve and reconcile contract invoices.
- Protect Company and Clients interests in all contracting matters.
- Support and assist in Company business development efforts.
- Work with management to identify and develop cost reduction opportunities (identify and execute).
