Database Analyst (Intermediate)

Join Sanborn’s award-winning team! Sanborn is looking to fill a Database Analyst (Intermediate) position.

The position is responsible for analytical and programming support on forest inventory compilation & analysis projects. These projects are highly technical in nature and shall require advanced skillsets, using government agency corporate databases.

Analyze, design, construct, test, and maintain specialized computer applications, database applications and utility programs related to forestry, vegetation inventory and natural resource information. Must have demonstrated skills in scripting and tool development including the use of Visual Basic .Net, C#, C , Python, SQL, and/or Java, for developing and maintaining database loading, updating, extracting, and reporting utilities. Provides relational database analysis and scripting skills to a small team of GIS and Natural Resource professionals in application design, development and maintenance of existing databases and associated computer programs.

Ability to participate, coordinate, and submit all proposed initial work/changes through any established configuration control board prior to development for disposition on the requested change, with relevant supporting documentation. Approved changes must be documented/updated within the parameters established. If development exceeds the authority within Information Management, the candidate must be able to work collaboratively with the Chief Information Office to facilitate an understanding of the need, supporting any party the CIO assigns to complete the effort.

Remote Position - reports to Vallejo, CA

REQUIREMENTS:

•Bachelor’s degree in Computer Science, Mathematics, or other related Science with a minor in database programming. Master’s Degree is highly desired.

•Experience- 5 years of intensive and progressive experience in a field requiring extensive use of GIS and related tools.

•Knowledge of scripting languages such as R, R Studio, Python, VBA, etc.

TASKS

This is not a definitive list but is meant to demonstrate the mix of skillsets needed by the successful candidate:

•Inventory compilation overview

•“Raw” plot data shall be pulled from NIMS and FSVEG, loaded into a local MS Access database instance and audited for errors prior to beginning the inventory compilation process.

•Control numbers for plots to be loaded shall be identified and loaded into the MS Access template for further processing.

•Data in the MS Access database shall be processed using the suite of tools developed specifically for R5: CALVEG editor, Site Expander, NIMS Expander, Stratification, Oracle Tree Volume Table, Plot Classification, Strata Averages and the F3 modeling framework.

•Updates shall be made to region-specific allometric equations, based on more recent peer- reviewed publications.

•Map accuracy assessments, summary reports and FVS-ready databases shall be produced for each estimation or processing unit.

•Files shall be prepped and loaded to generate Western Core Table reports.

•Support will be provided to other specialists working with the forest inventory data.

•Quality assurance/quality control and data preparation for inventory compilation:

•The previous year’s plot re-measurement data requires consistency and data completeness checks. This process involves using existing queries and developing new queries to ensure that all the latest re-measurement data has been loaded into NIMS and FSVEG.

•The analyst shall gather and/or generate files to begin compilation including:

•Geodatabase feature class of plots to be used in compilation.

•Plot lists that identify subplots and planning units.

•Polygon feature class created by overlaying plot locations with vegetation maps.

•Summary statistics computed from vegetation maps for generating weights for accuracy assessment (AA) statistics.

•An MS Access table of plot CNs for retrieval from FSVEG and NIMS by measurement date and disturbance status.

•Updates to crosswalks used by inventory compilation tools and related applications.

•Data mine the annual Inventory database to produce a preliminary Access database.

•Update existing applications and develop new tools for compilation and reporting.

•Database scripting and query support is required to maintain and develop tools for inventory compilation.

•Beta version testing of inventory compilation tools required prior to implementation in a production environment.

•Database scripting support needed for modernization of the code used to generate the WCT outputs. The processing steps and logic for code assignments shall be fully documented and include references to Land Management Plans and amendments.

•Provide analytical support for special projects or bioregional-level analyses. Examples include providing new wildlife habitat estimates for the annual Sierra Nevada Focal Species Report or assessing species composition and structure after a large-scale disturbance.

•Demonstrated knowledge of relational databases, PostgreSQL, Oracle, and Microsoft Access required. Working knowledge of GIS technology desired.

Coursework and work-related experience pertaining to natural resource management, as well as analytical techniques for modeling and assessing dynamic ecological communities.

CONTRACTOR PERSONNEL SECURITY AND SUITABILITY REQUIREMENTS

If selected to fill the position, a candidate would be required to pass a drug screen and satisfy the requirements of a National Criminal History Check (NCHC) to verify the identity of the individual applying for clearance and to determine the individual’s suitability for the position.

Salary Range – 70k - 90K Annually
