DEFINITION


Under general supervision, performs a wide variety of patrol and related duties involving the prevention of crime, the protection of life and property, and the enforcement of Federal, State, and local laws and ordinances; makes investigations, assists in the preparation of cases, and testifies in court; serves in specialized departmental roles as assigned; provides information and assistance to the public; performs related work as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management personnel. No supervision of staff is exercised.

CLASS CHARACTERISTICS

This is a sworn journey-level law enforcement class that performs all assignments found in a municipal police department. While incumbents are normally assigned to a specific geographic area for patrol or traffic enforcement, all functional areas of the law enforcement field, including investigation, youth services, administration, and training are included. Incumbents may be armed and may be assigned to work in uniform or plain clothes. Shift schedules and job assignments may be changed periodically to assure the maximum delivery of effective police service. This class is distinguished from Police Sergeant in that the latter is the first supervisory level in this sworn class series responsible for organizing, assigning, supervising, and reviewing the work of staff on an assigned shift.

Examples of Duties

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.


  • Patrols the City within an assigned area in a radio dispatched automobile to secure life and property, observe situations, report suspicious, criminal activity, or hazardous conditions, and deter crime by providing high visibility.
  • Responds to emergency calls for service, disturbances, thefts, burglaries, vehicle accidents, domestic disputes, suspicious activities, and other incidents to protect public safety and property, resolve problems, diffuse situations, and enforce laws and ordinances.
  • Provides information, directions, and assistance to the public in a variety of situations; takes reports and assists the public with complaints or unusual situations.
  • Performs a variety of community policing duties to maintain a highly visible presence within the community for the purpose of deterring crime, maintaining good community relations, and providing assistance to the public, including speaking before various civic and community groups, patrolling assigned divisions by foot or vehicle, and performing other related duties as required.
  • Observes, monitors, and controls routine and unusual traffic situations; stops and warns drivers or issues citations as appropriate; assists motorists with inoperable vehicles and arranges for immediate removal of stranded vehicles; provides direction and traffic control in accident or incident situations, special events, or other congested situations.
  • Makes arrests and serves warrants and subpoenas; takes individuals into custody and provides for the safety and welfare of juveniles and adults in custody to include the transport of detainees for medical clearance and/or transport to a longer-term facility as required.
  • Secures crime scenes and evidence; coordinates and maintains crime scene activities including conducting interviews of suspects, victims, and witnesses and collecting and preserving evidence.
  • Provides oversight of juveniles and delinquents; interprets law to school officials and parents; confers with school administrators to identify and discuss criminal and public safety issues; works to resolve cases involving unfit homes and crimes committed against or by juveniles; advises and refers juveniles to appropriate community resources as requested or as necessary.
  • Assists the City Attorney or the District Attorney staff in preparing, documenting, and developing cases and gathering information; testifies in court as required.
  • Directs the activities of police support personnel and/or volunteers in office and field situations.
  • Provides emergency medical attention to the public when responding to calls for assistance and requests appropriate medical assistance as necessary.
  • Provides mutual aid to other law enforcement agencies as dispatched and in accordance with departmental policy.
  • Prepares and maintains reports, logs, records, and accurate files.
  • Serves writs, warrants, subpoenas, and other legal documents.
  • May perform and/or coordinate specific programs or projects, including community-oriented policing, project and resource development, investigations, and crime prevention.
  • Attends meetings, conferences, workshops, and training sessions; reviews publications and materials to become and remain current on principles, practices, and new developments in assigned work areas.
  • Oversees the use and care of equipment as required.
  • Provide public presentations as assigned.
  • Performs other duties as assigned.

Typical Qualifications

IN ORDER TO QUALIFY YOU MUST:

  • Be at least 21 years of age at time of appointment.
  • Must possess a valid California Drivers' License with an acceptable driving record.
  • United States High School Diploma or general education diploma (GED) which may be waived if you have a college degree from an accredited college within the United States.
  • No felony, domestic violence, misdemeanor assault convictions or currently on probation or parole.
  • Have graduated from a POST Basic Police Academy within the last 3 years OR an attached letter uploaded to your application that you are currently enrolled and or attending the Police Academy.
  • Be able to pass a comprehensive background investigation, physical examination (including drug testing), and psychological examination.
IN ORDER TO QUALIFY FOR LATERAL:
  • Currently employed as a Police Officer in the State of California.
  • Possession of a Basic Certificate issued by the California State Commission on Peace Officer Standards and Training (P.O.S.T).
  • Possession and maintenance of firearms qualification.

QUALIFICATIONS

Knowledge of:
  • Law enforcement principles, practices, and techniques related to patrol, traffic enforcement, crime scene control and investigation, protection of life and property, and pursuit, apprehension, and transportation of suspects.
  • Investigation and identification techniques and equipment.
  • Rules of evidence regarding search and seizure and the preservation of evidence.
  • Courtroom procedures and techniques for testifying.
  • Applicable Federal, State, and local laws, regulatory codes, ordinances, procedures, and court decisions relevant to assigned area of responsibility.
  • Safety practices and equipment related to the area of assignment, including the safe use and proper care of firearms, chemical agents, and impact weapons.
  • Techniques of first aid and CPR.
  • Operating a motor vehicle in a safe manner under patrol, pursuit, and emergency conditions.
  • Modern office practices, methods, and computer equipment and applications related to the area of assignment.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for effectively dealing with individuals of various ages, various socio-economic and ethnic groups, and effectively representing the City in contacts with the public.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

WORKING CONDITIONS

Physical Demands


Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; maintain P.O.S.T. physical standards, including mobility, physical strength, and stamina to respond to emergency situations and apprehend suspects; vision to maintain firearms qualification and to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone or radio. The job involves knowledge and use of firearms and other weapons, chemical agents, and restraint devices. Fieldwork requires frequent walking on uneven terrain, and climbing and descending structures to access crime scene and to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate police services equipment. Positions in this classification frequently bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects necessary to perform job functions.

Environmental Elements

Employees work indoors and outdoors, and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, vibrations, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous materials, and to potentially infectious materials such as bodily fluids including blood, transmissible diseases and needles. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. The principal duties of this class are performed in a police station environment with exposure to criminal offenders, mentally ill individuals, and persons potentially infected with communicable diseases.

Disaster Service Workers

All City of Seaside employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

TESTING PROCESS: The testing process for this recruitment will include a written examinaiton, an interview panel, a Chief's Interview, physical agility test, a law enforcement background investigation, polygraph, psychological, physical examination, and drug testing.

PROBATIONARY PERIOD: All City employees are required to serve a one year probationary period.

EMPLOYEE SALARY & BENEFITS:

The City of Seaside offers a comprehensive benefit package including vacation, holiday, and sick leave as well as medical, dental, vision, life and long-term disability insurance.

Special Pay:

1. Longevity Pay Program: A 2.5% salary increase will be provided after 10 years of service with the City of Seaside.

2. Bilingual Pay Program: Employees can earn up to a 5% salary adjustment for using Spanish and/or Vietnamese in the course of their work (written and/or oral communication).

2. Guardian Dental Insurance:
  • Calendar Year Deductible (waived for preventive services): $50 per person;
  • Co-Payment for Preventive, Basic, and Major Services using Plan Provider: 20%;
  • Co-Payment for Orthodontic using Plan Provider: 50%;
  • Annual Limit for Preventive, Basic, and Major Services: $1,500;
  • Lifetime Limit for Orthodontic Services: $1,500
3. Vision Service Plan:
  • Co-Payment for Annual Exams (with Plan Provider): $10
  • Co-Payment for Bi-Annual Lenses & Frames: $25
  • Maximum Benefit for lenses, frames, and contact lenses: $130

4. Long Term Disability Plan: After 90 day elimination period, plan pays 67% of salary to a maximum of $9,000 per month. City and employee split premium 50/50.

5. Life Insurance: $50,000 term life insurance policy (City paid).

Retirement Benefits (Public Safety):

California Public Employees' Retirement System: The plan you are enrolled in is based on the Public Employees Pension Reform Act of 2013 (PEPRA) and the City's contract with CalPERS. In order to determine which plan you will be placed into, you need to know if CalPERS considers you to be a "new" or "classic" member.

As defined by PEPRA, a "new member" includes:
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS employer after a break in service of greater than six months.
  • A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California public retirement system
  • A new hire who is brought into CalPERS membership for the first time after January 1, 2013, and who is not eligible for reciprocity with another California public retirement system.
All members that don't fall into the above definitions are considered to be "classic members."

1. "Classic" PERS Members - Tier 1 (hired prior to January 1, 2011):
  • Plan: 3% @ 50
  • Employee Contribution Rate: 12% (Pre-Tax)
  • Retirement based on single highest year
2. "Classic" PERS Members - Tier 2 (hired on or after January 1, 2011):
  • Plan: 3% @ 55
  • Employee Contribution Rate: 12% (Pre-Tax)
  • Retirement based on single highest year
3. New PERS Members:
  • Plan: 2.7% @ 57
  • Employee Contribution: 16% (may be adjusted annually - required to be 50% of Normal Cost as determined by CalPERS)
4. Deferred Compensation Matching Program (IRS 457 Plan): The City of Seaside will match employee's contribution up to $50 per month.

Paid Time Off:

1. Vacation Time: Employees earn between 10 and 21 days of vacation annually depending on years of service.

2. Sick Leave: Employees accrue 8 hours of sick leave per month.

3. Holidays: The City recognizes 12 paid holidays annually.

Continuing Education:

1. Tuition Reimbursement: Up to $500 per fiscal year for qualifying course work.

2. Educational Incentive Pay: Up to 7% for qualifying degree programs and/or POST certifications.
