Job Description:

Duties and Responsibilities:

The Personnel Security Specialist I shall perform the following tasks:

  • Effectively fingerprint applicants, contractors and employees using the live-scan system, keeping a rejection at below 4%.
  • 1700.04 Acknowledgement Forms.
  • Assist security specialist reviewing investigation files.
  • Review ATR contractor e-QIP (security) packages.
  • Conduct and review credit checks on applicants, contractors, and employees.
  • Requesting additional information from applicants, contractors, and employees.
  • Security mailbox- monitor and notify appropriate security specialist on emails requiring action.
  • Process all security packages within 30 days of receiving notification from ATR COR. Process is considered complete once case is accepted and scheduled with OPM or accepted by COR for handling of issues identified in vetting the package.
  • Appropriately conducts vetting of personnel security packages using the current investigative standards identified in Executive Orders and Federal Investigation Standards.
  • Documentation is carefully reviewed for completeness and accuracy. This includes bringing anomalies or unusual issues to the attention of the COR or SPM promptly.
  • Answering Phones, and if needed, forwarding call to appropriate individual.
  • Escort visitors to the Security Office.
  • Mail/Courier accepting/sending security packages.
  • Closing procedures – make sure security office is closed file cabinets locked.
  • File security packages in ATR Security File Room.

Work in JSTARS includes:

  • Creating new cases
  • The appropriate processing activities are accurately processed within JSTARS and all required documents are uploaded into the system as required with no more than ten (10) errors during the performance period.
  • Routing cases to appropriate ATR box or staff members.
  • Entering separation dates for ATR contractors within two (2) business days of notification by COR.
  • Prepares correspondence in JSTARS to include certificate of investigation (COI), pre-employment waivers, and requests for additional information. No more than seven (7) are returned as undeliverable due to user error during the performance period.

Work in NFC Portal includes (e-QIP and CVS):

  • Initiate casesin e-QIP forapplicants, contractors, and employees after the need has been validated.
  • Complete agency review of the investigation once applicant releases the case to ATR to ensure the package is complete and accurate.
  • Release the completed investigation to the service provider (usually OPM).
  • Check CVS/JPAS and provide any results to the appropriate security specialist.
  • Applies Reciprocity in appropriate cases as required.

Requirements/Qualifications:

  • Active Secret clearance (DoD preferred)
  • Must have 2 years of experience working for or with the Federal Government in the personnel security field.
  • Must have demonstrated experience in processing U.S. government background investigations.
  • Must have demonstrated knowledge of and experience with U.S. government personnel security policies and requirements.
  • A thorough understanding and ability to use the JSTARS and NP2 portals to process applicants, contractors and employees.
  • A thorough understanding of the security vetting process for new applicants and contractors to the Antitrust Division, including initiating investigations and processing pre-employment waivers.
  • A thorough understanding of the reinvestigation process for current employees and contractors to the Antitrust Division, including submitting reinvestigations to the Reinvestigation mailbox at the Department (PERSEG).
  • A thorough understanding of the reciprocity process for new applicants and contractors to the Antitrust Division, including submitting reciprocity waivers.
