Position Summary

Direct the staff and program of the Office of Equal Opportunity Compliance Investigative Operations including the resolution of discriminatory complaints to reduce litigation in Shelby County Government.



Pay Grade: 55

Salary Commensurate with Experience and Education


Minimum Qualifications

1. Five (5) years in a managerial capacity, including responsibilities in project management and control; AND

2. Bachelor’s degree from an accredited college or university in public administration, management, business administration, or a closely related field; OR

3. An equivalent combination of related education and/or experience.

4. Proficient experience in Microsoft Office programs is preferred.

5. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.


Duties and Responsibilities

1. Directs the work activities of the Investigative Unit and is accountable for its results; coordinates activities with the staff in order to meet department goals and objectives.

2. Coordinates the federal, state, and county Mediation/Alternative Dispute Resolution Program with Shelby County Directors, Administrators, and Elected Officials and provides mediation services for all county personnel.

3. Provides Alternative Dispute Resolution services for Shelby County Government.

4. Directs the resolution of discriminatory issues under Title VII and all other anti-discrimination laws.

5. Directs the writing and writes investigative memorandum and report of findings and directs the compilation of all necessary data for the investigative monthly activity report 500.

6. Prepares special reports of investigation for the Board of Commissioners and Shelby County Auditors.

7. Develops goals and objectives for the Investigative Unit in consultation with the EOC Administrator and directs the evaluative analyses of program or staff objectives.

8. Determines Unit resource needs and accounts for their effective use in consultation with the EOC Administrator.

9. Performs management responsibilities in accordance with policies and procedures; responsibilities include interviewing, training, appraising performance, discipline addressing complaints, resolving problems, and makes recommendations on hiring, terminations, and promotions within the Investigative Unit in consultation with the Administrator.

10. Responsible for developing timetables to ensure all work activities stay on projected implementation schedules.

11. Establishes guidelines on procedures, methods, and other work changes; implements procedures as required.

12. Assists the Administrator in the preparation and control of the Investigative Unit’s budget by developing costs and budget forecasts.

13. Performs other duties as required or directed.

1. Knowledge of modern management techniques and the ability to apply them in directing work of others.

2. Ability to develop timetables, manpower, projections, and ability to monitor and revise as needed to meet deadlines.

3. Ability to prepare budgets, financial reports, and cost analyses.

4. Ability to communicate effectively with the public, other departments in Shelby County, and employees.
