Primary Purpose
Manages and directs projects to drive improvements in regulatory and overall project performance metrics related to Storage and/or Facility Integrity Management. Analyzes and determines regulatory impacts and requirements of various Storage and Facility projects, both in scope and cost. Recommends and executes program policies, controls, vendor and resource changes to ensure contractor and vendor obligations are met and projects performance in improved. Responsible for the development of work scope, budget, schedule, and resource requirements as it pertains to regulatory and legislative proceedings and improving project performance metrics.
Duties and Responsibilities
  • Manages and directs projects to drive improvements in regulatory and overall project performance metrics. Develops and maintains project parameter revisions based on outstanding scope, project requirements, and remaining budget. Determines the status of deadlines and milestones on department projects. Recommends and executes resource changes (e.g., additional internal support or external vendors), including vendor criteria-based selection to ensure high quality, reliable contractors, to drive completion of regulatory expectations and ensure projects meet quality, regulatory, timeline and budget objectives. Recommends changes to project scoping, timelines, cost estimates and design. Reviews estimates and bids from external contractors & vendors. Provides direction to vendors, contractors, consultants, and project team. Develops contractor and vendor program best practices, processes and controls.
  • Analyzes performance metrics from multiple projects to determine impact to regulatory compliance (e.g., Gas Storage and Facility Integrity Management requirements). Prepares and presents to management reports on contractor and vendor performance, technical project status reports and regulatory deadline updates.
  • Manages related workforce planning, budget analysis, and prepare budget forecasts.
  • Researches and evaluates available contractors and consultants. Prepares, negotiates and approves or recommends approval of contracts. Negotiate contracts changes.
  • Testifies before and/or prepares supporting documentation for CPUC and other government agencies concerning cost estimates.
  • Performs other duties as assigned (no more than 5% of duties).
Education
  • Bachelor's Degree Engineering or Business or equivalent experience/training Required
Experience
  • 5 Related experience including project management and working with external contractors and vendors. Familiarity with Gas Storage and Gas Facilities structures and activities. Required
Skills and Abilities
  • Project management and GRC (General Rate Case) knowledge required. Advanced
  • Must be able to assess the potential financial impact of a project to the Company. Advanced
  • Must possess the ability to review complex problems and propose innovative solutions. Intermediate
Licenses
  • Project Management certification. Preferred
