JOB SUMMARY:

This is professional services work in developing and planning corrections programs. Work includes coordinating corrections grants; coordinating community correction services; developing, implementing, evaluating, and monitoring contracts; developing communication and cooperation among outside agencies; and staffing related committees and commissions. Work is performed under limited supervision.

13. Maintain confidence and protect Somerset County by keeping information concerning inmates, clients and operations confidential.

14. Take direction in a professional manner from the correctional supervisors and administrative staff.

REPRESENTATIVE DUTIES AND RESPONSIBILITIES:

  • Developing and planning corrections programs. Work includes coordinating corrections grants, coordinating community correction services, developing, implementing, evaluating, and monitoring contracts.
  • Developing outreach and partnerships with outside agencies.
  • Developing and planning evidence based corrections programs. Work includes coordinating corrections grants
  • Receives, recommends, and processes grant applications in order to facilitate corrections plans and program funding.
  • Approves or denies inmate requests for additional programs or services.
  • Screens and approves all community volunteer applications.
  • Reviews and approves all proposals for new programs
  • Assists in writing, implementing, and monitoring procedures for grant and budget reports in order to ensure uniformity and compliance.
  • Consults with staff in order to provide technical assistance in grant writing and ensure compliance with comprehensive plan.
  • Monitors agencies receiving community correctional services funds in order to identify problems and recommend necessary changes.
  • Monitors community correctional services programs in order to ensure program goals and objectives and contract terms are being met.
  • Develops and recommends budget requests for correctional services programs in order to obtain resources and meet federal, state, and agency requirements.
  • Reviews forms, procedures, invoices, and applications in order to ensure compliance with programmatic and fiscal constraints.
  • Answers questions; and develops, writes, and disseminates resource information and reports in order to provide program information.
  • Ability to manage SCJ Personnel and Contracted Staff assigned to the programs area.
  • Other duties as assigned.

While performing the duties of this job, the employee is regularly required to walk, talk, and hear. The employee is frequently required to bend, lift, push, pull, and use hands to finger a standard computer keyboard, use a computer and touch screen devices, telephone, radio and protective devices.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by the job require close vision, distance vision, depth perception, and the ability to adjust focus. Employee is required to operate a motor vehicle or other vehicle or equipment. Employee will frequently come in contact with inmates and must possess sufficient physical dexterity to employ necessary and lawful non-deadly physical force to address inmate resistance.

If authorized to use a firearm, must receive training and qualify in its use annually.

If authorized to use chemical agents, must receive training in their use and handling as required.

If authorized to use electronic equipment, must receive training in their use and handling as required.

REQUIREMENTS AND SKILLS NEEDED FOR THE POSITION:

  • Successful completion of the Maine Criminal Justice Academy Basic Corrections Training Program or completion within the first year of employment.
  • Understanding of direct supervision jail principles.
  • Knowledge of Maine Department of Corrections, American Correctional Association, and Prison Rape Elimination Act standards.
  • Knowledge of applicable federal and state laws, rules, and regulations relating to correctional programs standards.
  • Ability to communicate effectively verbally and in writing.
  • Ability to deal effectively with people

EXPERIENCE:

  • Bachelor’s Degree in Criminal Justice or related field, and (6) years of combined education and experience working in corrections and administering corrections programs preferred. Experience may be substituted for correctional experience on a year for year basis.
  • Knowledge of planning approaches, operational practices, services provided, and program implementation methods of corrections agencies.
  • Knowledge of public administration principles and practices. Knowledge of federal, state, agency, and community corrections programs and applicable laws, rules, and regulations.
  • Ability to coordinate planning efforts.
  • Ability to analyze, interpret and present research findings.
