The St. Louis County Children's Service Fund (CSF) is seeking a Deputy Director. This is a key executive-level position responsible for assisting in the direction, oversight, and management of the Children Services Fund, ensuring its effective operation and alignment with organizational goals and priorities

Support the implementation of the organization’s mission, vision, and strategic direction as defined by the Board of Directors, ensuring alignment with organizational goals and objectives.


Collaborate with the Board of Directors and Executive Director in the development, execution, and management of strategies and activities aligned with the organization’s strategic plan, ensuring the effective execution of key initiatives. 


Assist in Board planning and the establishment of long-term organizational goals, providing input on strategic direction and ensuring alignment with the mission and vision.


 Support the Executive Director in both internal and external collaborative efforts, fostering relationships with key stakeholders, partners, and community organizations to advance the organization’s mission. 


Design and implement department-wide employee engagement and professional development strategies, maintaining a focus on continuous quality improvement and ensuring these initiatives are aligned with the organization’s goals.


Lead the design and implementation of continuous quality improvement (CQI) initiatives, conducting assessments to identify internal capacity gaps and opportunities for improvement, and developing actionable plans to strengthen organizational effectiveness.


 Assist in the development and implementation of key allocation processes, ensuring resources are allocated effectively and in alignment with the organization’s strategic priorities.


 Collaborate on the annual budget process and provide oversight on all proposals, grants, and expenditures, ensuring proper financial management and alignment with organizational objectives.


Oversee the administration and compliance of funded programs, ensuring adherence to applicable policies, procedures, and regulatory requirements.


Draft and implement administrative policies to ensure consistency, compliance, and efficiency across the organization’s operations.


Act in the Executive Director role as needed, ensuring continuity of leadership and the effective execution of organizational priorities in the absence of the Executive Director. 


Master’s degree in business administration or a related field and eight years' experience in management and planning preferably within government, a funding organization or non-profit agency, responsible for providing services to children; or an equivalent combination of training and experience

 Political Acumen: Strong understanding of political dynamics within governmental and nonprofit organizations, with the ability to navigate complex structures, build strategic alliances, and influence decision-making processes while balancing competing interests and maintaining positive relationships across multiple stakeholders, including policymakers, service providers, and community partners.

Critical Thinking and Decision-Making: Ability to discern complex situations and information, applying sound judgment to prioritize tasks, make well-informed decisions, and identify critical issues that require immediate attention. Skilled in distinguishing between confidential, sensitive matters and non-pertinent information, ensuring discretion and effective decision-making.

Emotional Intelligence (EQ): Exceptional emotional intelligence, with the ability to recognize, understand, and manage both personal and others' emotions effectively. Demonstrates empathy, fosters positive relationships, and maintains a calm, supportive, and professional approach in all interactions, especially in challenging or high-pressure environments.

Adaptability and Flexibility: Must be a flexible thinker, able to adjust to shifting priorities, unexpected challenges, and evolving needs within the children's behavioral health services landscape, while maintaining focus on organizational goals and service outcomes.

 • Commitment to Community Engagement: Willingness to occasionally participate in evening and weekend events, as well as out-of-town travel for conferences and stakeholder meetings, demonstrating a commitment to engaging with community stakeholders and enhancing the impact of the agency’s work.

 • Project Management: Strong project management skills, with the ability to plan, execute, and oversee multiple projects simultaneously. Expertise in coordinating resources, timelines, and deliverables, ensuring that all initiatives meet strategic objectives and timelines.

 • Effective Communication: Strong communication skills, both written and verbal, with the ability to convey complex information clearly and concisely to a variety of audiences, including internal staff, CSF Board, external stakeholders, and the public.

Collaboration and Independence: Ability to work effectively both independently and as part of a team, demonstrating initiative and collaboration. Strong team- building skills with a focus on fostering a supportive and productive work environment.

Direct Feedback and Performance Management: Ability to provide clear, constructive, and actionable feedback to team members and stakeholders. Skilled in fostering a growth-oriented environment by addressing performance issues with empathy and a focus on professional development, while encouraging accountability and continuous improvement. SELECTION AND APPOINTMENT:  A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.
 
 The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above.  The interview will comprise 100% of the applicant's earned grade.  A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment.  After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire.  Candidates have 3 days to complete the required questionnaire.  
 
 The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
 
 All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment.  Screening will be performed by a reputable clinical laboratory.  The cost of screening will be covered by the County.
