The Project Manager I performs difficult professional work related to the design, construction and coordination of utility and or public construction projects on a smaller scale with less complex scope which involve interface with various agencies, community stakeholders, and departmental teams. These projects include water and sanitary sewers utility engineering and or building construction, which may include new construction or renovation of buildings and development projects. Work is performed under general supervision. Supervision is exercised over professional, technical and/or clerical personnel.
The hiring range for this position is from $76,044.80 to $104,561.60 based on experience.
The full salary range for this position is from $76,044.80 to $133,078.40 to provide opportunity for growth and development.

- Independently manages and guides to successful completion, in a timely manner and within budget, complex water and sanitary sewer utility engineering, building engineering design and or construction projects which are part of the Capital Improvement Plan as well as needs of the Utilities Department;
- Reviews construction plans, specifications, cost estimates, and other project related documents;
- Prepares bid documents, requests for proposals, contracts, and purchase orders; reviews project proposals; prepares and maintains project records and files;
- Tracks Budget; approves invoices; prepares reports for projects;
- Coordinates with other county departments for reviews;
- Performs inspection and monitoring of work in progress; inspects construction in progress and prepares or reviews reports on the status or completion;
- Prepares plans and specifications for projects;
- Coordinates work of consulting engineers, contractors, and operation and maintenance personnel;
- Evaluates requests for information and change orders from contractors;
- Assures that permits and inspections are on schedule;
- Performs duties of project engineer on construction projects;
- Assists in the development, planning, design, environmental permitting, bidding, and construction of multiple complex projects;
- Attends meetings where necessary to advance project;
- Performs related tasks as required.
- Thorough knowledge of modern principles and practices of engineering;
- Thorough knowledge of modern principles and practices of building construction to include building codes;
- Detailed knowledge of design, construction, maintenance, and management of multiple complex utility, building and development projects;
- Thorough knowledge of site evaluation, appraisal, and acquisition procedures;
- Possess a detailed understanding of the requirements for electrical, mechanical, and concrete construction;
- Ability to prepare technical reports, plans, and specifications;
- Ability to understand and interpret descriptions, construction plans, engineering records, and maps;
- Ability to plan and effectively supervise the work of supportive personnel;
- Ability to establish effective working relationships with other department staff, contractors, and the general public.
