Salary: Commensurate with education and experience.

Duties Summary

This position is located within the Office of the Chairperson, Hawaii Department of Agriculture (HDOA). The function of this organizational unit, under the general direction of the Governor of the State of Hawaii and through the Board of Agriculture, is to plan, direct, and coordinate the various activities of the Department to promote the conservation, development and utilization of agricultural resources through the State.


The primary purpose of this position is to plan, develop, organize, manage and carry out the distribution, execution, and monitoring of Department of Agriculture issued grant funds. Acts as the primary contact to identify funding opportunities, prepare and submit grant applications that fulfills the mission of the department to conserve and protect agricultural lands, promote diversified agriculture, increase agricultural self-sufficiency and assure the availability of agriculturally suitable lands.


Under the supervision of the Office of the Chairperson, this position: plans, develops, organizes, manages and carries out the distribution, execution and monitoring of Department of Agriculture pre- and post- award grant funds; plans, develops, organizes, manages and carries out plans and research studies for identifying and preparing grant program applications; and assists with research, summarizes findings, provides reports and presentations, investigates/follows up on matters related to inquires or complaints, and produces needed correspondence, as needed, relating to such "special assignments."


Minimum Qualification Requirements

A. Knowledge:
An understanding of the agricultural issues facing the agricultural industry in Hawaii; familiarity with agricultural policies statewide; working knowledge of government procurement processes.

B. Skills/Abilities:
Self-motivated and able to work independently. Ability to create and maintain effective working relationships with diverse stakeholders. Skills in facilitation and/or mediation; is comfortable networking and bringing people together to achieve a common goal. Ability to lead effective meetings. Ability to exercise a high level of judgement, tact, and discretion in applying and analyzing data; able to derive and make sound decisions on the bases of data collected. Excellent oral and written communication skills, including public speaking.

Ability to follow verbal and written instructions; take constructive criticism and suggestions; communicate effectively with the public and staff; make oral and written reports and presentations clearly, concisely and effectively; treat co-workers, supervisors and the public with respect and courtesy; and refrain from abusive, insubordinate and/or violent behavior.

Requires an organized and self-motivated candidate committed to local food, with experience in project management, who can work as well alone as they do in team settings.

C. Education Requirement:
Undergraduate degree

D. Specialized Experience:
At least 3-1/2 years of professional work experience in any field which involved work such as monitoring, evaluating, or conducting studies and analyses of programs or projects to make recommendations for the development or revision of standards, policies, procedures, or techniques; gathering and analyzing data to determine conformance with standards and requirements and recommending improvements or developing training materials; giving technical advice and direction pertaining to program standards, requirements, or techniques.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
