Duties Summary
The Hawaii Emergency Management Agency’s (HI-EMA) Logistics Branch provides planning, supply chain, facilities, and transportation services necessary for HI EMA to respond to and recover from disasters and emergencies. Branch staff are multi-functional specialists capable of performing any of the four (4) designated support functions.
The purpose of the Logistics Planner is to analyze and coordinate the supply chain for responding to emergencies and disasters by managing the entire life cycle of products needed. Activities include directing the allocation of materials, supplies, and products, designing strategies to minimize the cost or time required to transport goods, reviewing logistical functions, and identifying areas of improvement and proposing improvements to management.
This position also serves as a State Emergency Response Team (SERT) and Emergency Response Team (ERT) member during emergencies and disasters.
Minimum Qualification Requirements
KNOWLEDGE:
Knowledge of the purposes, principles, and practices of operational or disaster planning, State of Hawaii Emergency Management laws, and federal laws affecting State emergency management administration, methods, and techniques used in fact finding, analysis and interpretation of basic information and projection of these facts into comprehensive plans, programs, and recommendations to meet present and future needs.
SKILLS / ABILITIES:
Ability to effectively communicate through oral and written communication; demonstrate the ability to conduct complex research, organize, and write comprehensive reports and plans; demonstrate good functional working skills in computer software applications; establish and maintain effective working relationships with public officials and private organizations; organize and conduct meetings and workshops; plan, organize, and coordinate programs involving many diverse but interrelated activities, and analyze and interpret data.
Must be able to travel to represent the Agency and participate in regional, national or county conferences, workshops, and meetings related to the development, maintenance, or evaluation of State response and recovery plans.
EDUCATION:
Graduation from an accredited four (4) year college or university with a bachelor’s degree. Experience may be substituted for education on a year-to-year basis. Experience must be of such scope, level and quality to assure the possession of knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree.
EXPERIENCE:
Four (4) years of progressively responsible professional experience which demonstrates knowledge of disaster assistance programs and the ability to analyze and evaluate factors associated with the effects of major disasters on civilian population. Such experience must have included the preparation of operational plans designed to provide emergency actions and procedures to be implemented in times of major disasters, and participation in the operations of an emergency operation center.
Applicant must possess a valid license to drive in the state of Hawaii. This requirement is due to the potential for independent travel at all times of the day or night during activation, deployment, and other transportation requirements during emergencies.
Must be able to obtain a security clearance.
The SEOC is a closed environment without windows. The facility requires continuous maintenance and improvement. Incumbent must be able to work in such an environment. Other EOC locations may be activated as necessary.
Able to work effectively and efficiently in an open office environment and sites with periodic interruptions and distractions, moderate noise levels and under deadlines and pressure situations.
Conditions of work require the ability to be available at all times, work additional hours with little or no advance notice and for extended periods of time, including weekends, and beyond normal work hours with little rest to support emergency/disaster preparedness, mitigation, response, and recovery activities.
Other Information
This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will", which means that you may be discharged from your employment at the prerogative your department head or designee at any time.
