As a Data Analytics Consultant within the Human Resources Department, this position will leverage data-driven insights to support strategic decision-making and operational efficiency. This position will collaborate with HR leadership to develop and implement data-driven strategies that align with the department's goals. This position is critical in optimizing HR processes, improving workforce performance, and providing valuable insights to key stakeholders.
Key Responsibilities:
- Data Analysis and Insights: Conduct complex analyses of HR data to identify trends, patterns, and opportunities for improvement.
- Strategic Planning: Collaborate with HR leadership to develop and implement data-driven strategies aligned with the department's strategic goals.
- Metric Development: Create and manage key performance indicators (KPIs) to measure HR performance and progress towards objectives.
- Process Optimization: Identify and implement data-driven solutions to improve HR processes, policies, and procedures.
- Reporting and Communication: Develop comprehensive reports, dashboards, and visualizations to communicate findings to stakeholders effectively.
- Team Leadership: Provide guidance and mentorship to HR staff involved in data analysis and reporting.
- HR Data Analytics Program Development: Design and develop a comprehensive HR Data Analytics program.
- Workforce Analytics and Strategy: Serve as a workforce analytics and strategy expert to strengthen HR's strategic partnerships.
- Ad Hoc Reporting and Analysis: Provide ad hoc HR data reports and analysis upon request from managers, the DAC Communications Office, and executive management.
- Data-Driven Consulting: Consult with HR program areas to identify issues, determine accurate data sources, assimilate data, analyze data for identifiable weaknesses/trends, and recommend solutions.
- Training and Capacity Building: Provide consulting and training to HR work units to enable them to fulfill their own data analysis needs.
This is a full-time position (40 hours per week) with State Benefits.
As of January 1, 2025, there are new increase adjustments to the state's pay plans which were approved by the State Human Resources Commission, effective January 1, 2025. The new salary range will be $61,613 – $102,573. Prior applicants will remain under consideration and do not need to reapply.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
- Demonstrated knowledge of the principles and practices of public and business administration, as it relates to Human Resources Data.
- Thorough knowledge of data analysis tools such as HR information systems (HRIS), other HR technology tools, and techniques used to extract, clean, and analyze HR data.
- Strong problem-solving skills to analyze statistically complex issues and develop effective data solutions to HR challenges.
- Considerable skill in creating clear visualizations (e.g., dashboards, charts) to convey data insights; and provide effective written and verbal communication to share findings with stakeholders.
Management Preferences:
- Experience with data analysis and reporting in North Carolina's Integrated HR-Payroll System (formerly BEACON).
- Proficiency in PowerBI, workflow automation, and Smartsheet or similar project management tools.
- Intermediate to advanced expertise in Microsoft Excel.
- Ability to integrate data from diverse sources, establish database relationships, and presenting it together as one source for use.
- Strong analytical and problem-solving skills.
