Description
The Business Development Manager identifies opportunities for business expansion and develops and manages relationships in strategic markets and accounts that further business development activity. Targets and initiates contact with major prospective customers, in new or existing accounts. Assesses and qualifies potential opportunities and competitive risks. For existing opportunities, may analyze the draft RFP/SOW, develop and implement the capture plan, and orchestrate all capture activities during the proposal phase and post-submittal activities. The incumbent is prepared to assess capabilities, strengths, and weaknesses and assist in the development of capture strategies and marketing philosophies.

Responsibilities
- Identify business targets by contacting customers of company contracts, contact customers through cold or warm calls, network through business and social contacts, and identify expected or unexpected solicited procurements through agency websites.
- Set up and plan Contacts, prepare company capabilities briefs, and do follow-ups. Identify, validate, and pursue competitive procurements. Be aware of upcoming Request for Proposals (RFP) releases to be renewed and on new business.
- Conduct regular searches of websites listing RFP schedules and releases. Make determinations on whether a target is viable. Once a target is determined viable, Provide a Capture Manager (CM) Plan to Corporate for a Bid/No Bid Decision; the decision will be made to bid/no-bid based on CM plan.
- Perform other duties as directed.
- Bachelor’s degree and 15 years of experience with DOD contracts.
- At least 10 years of experience as a DOD technical service business Capture Manager, working approval of gate reviews through a formal lifecycle model for business capture.
- Must have captured a contract value win in the last three years of greater than $100M.
- At least 10 years of experience overseeing proposal management and development to ensure the critical strategic messages and embodied in the proposal and that the win strategy is evident in the final product to maximize the probability of a win for the industry.
- Prefer those with experience working on corporate staff, reporting to C-suite, who have developed business strategies for a company in technical services or the defense industry.
- Experience developing DOD project pricing estimates and delivering a pricing volume response to a Government RFP is a plus.
