Job Description:
The Environmental Supervisor - Wetlands, T&E Species, Historic Properties position supervises and manages the Nebraska Department of Transportation's (NDOT) Environmental Section, Technical Resources Unit (TRU) that includes the Waterways Program (Wetlands and Waters of the U.S.), the Threatened and Endangered (T&E) Species Program, and the Section 106 Historic Properties Program. The TRU manager is responsible for the development, review, and approval of certain environmental resource evaluations in support of NDOT's federal-aid transportation program in accordance with the National Environmental Policy Act (NEPA) and the acquisition of environmental permits required for highway project construction. This essential position is responsible for Waterways Program (Wetlands and Waters of the U.S.) management including coordination and negotiation of Clean Water Act Section 404 permits with the U.S. Army Corps of Engineers (USACE). Additionally, the TRU Manager reviews and approves technical documents associated with Section 106 of the Historic Preservation Act and Section 7 of the Endangered Species Act under Programmatic Agreements with various regulatory resource agencies and in coordination with the Federal Highway Administration (FHWA).

JOB DUTIES:
The TRU manager must be able to interpret linear transportation plans and explain/apply the Clean Water Act, Endangered Species Act, Historic Preservation Act, and other applicable state and federal regulations to support the development of Highway Construction Plans and Contracts.
The TRU manager supervises highway environmental staff in the development and processing of project environmental documents and construction plans and is responsible for program-level initiatives and professional staff development.
Responsibilities include:
•Hire, onboard, and train new staff within the Technical Resources Unit.
•Plan, organize, assign, and prioritize TRU environmental staff work schedules efficiently to meet construction project delivery requirements.
•Maintain environmental project files and databases for project administrative records.
•Develop, review, and approve Scope of Service and Cost Estimates for environmental consultant service contracts.
•Review, approve, and manage consultant schedules, deliverables, and invoices.
•Develop and give project presentations to FHWA, USACE, USFWS, NGPC, NDEE, and other resource agencies.
Additionally, the TRU manager is responsible for program-level initiatives and professional staff development that includes the following:
•Develop and maintain program performance metrics and reporting dashboards.
•Develop, manage, and negotiate programmatic agreements with state and federal resource agency partners.
•Develop and manage technology-based environmental review and assessment solutions such as the use of GIS-based predictive modeling, GPS survey, UAV technology, etc.
•Develop and present technical environmental document/program training materials to NDOT Environmental, Design, and Construction staff, and to environmental consultant and resource agencies personnel.
•Ensure new staff onboard training objectives are completed and support continued professional staff development.
•Train staff to support NDOT Environmental Program programmatic agreements and goals.
•Perform other duties as assigned.
Requirements/ Qualfications
Minimum Qualifications:
Bachelor's degree in the physical sciences, natural sciences, environmental science, biology, agronomy, civil engineering, environmental engineering, landscape architecture or related field, AND four (4) years' experience working with environmental documentation and/or compliance, specifically in the fields of NEPA, wetlands and waterways delineation and permitting, stormwater permitting, Historic Properties or other environmental technical support subject matter disciplines. Additional years of experience in the above work areas may substitute for the bachelor's degree requirement on a year for year basis. Advanced degree in a field listed above may substitute for two of the four years' required experience.
Preferred Qualifications:
Masters' degree in Environmental Science, Geography, Biology, Natural or Social Sciences, Landscape Architecture, Engineering, or related field. Five years' experience in preparation of Wetland delineation, mitigation, and Section 404 Permit application development and negotiation experience. Three years of program management and/or supervisory experience. Training and experience in preparation of technical documents supporting Section 7 Consultation via the Endangered Species Act. Training and Experience in Section 106 of the Historic Preservation Act and associated Transportation Act Section 4(f) coordination related to Historic Properties. Must have continuing educational courses or training in Environmental Policy such as Wetland Delineation and Federal Wetland/Waters Regulatory Policy.
Other:
  • Regular and reliable attendance is required.
  • Occasional overnight travel may be required for conferences, trainings, meetings, and project reviews.
  • Must have a valid driver's license or the ability to provide independent authorized transportation
KNOWLEDGE / SKILLS / ABILITIES
  • Knowledge of environmental regulatory agencies and their functions.
  • Working knowledge in preparation of technical documents associated with Section 404 of the Clean Water Act permitting.
  • Knowledge of the Endangered Species Act, Fish and Wildlife Coordination Act, Migratory Bird Treaty Act, Nebraska Non-game and Endangered Species Conservation Act, Bald and Golden Eagle Protection Act, Section 106 of the National Historic Preservation Act, and the National Environmental Policy Act (NEPA).
  • Excellent communication, coordination, and organizational skills are essential to meet project delivery goals and program goals in coordination with resource agencies, tribes, public officials, and landowners.
  • Effective oral/writing communication and coordination skills are required to perform the essential duties of the position.
  • Ability be able to work in a team environment and individually.
  • Ability to maintain organized records.
