The Intelligence Programs Group (IPG), part of Systems Planning and Analysis Inc.’s Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA). SPA has an immediate or near term need for a Senior Contracting Officer.
Responsibilities
- Act as a business advisor, providing expertise on acquisition strategies, contract types, market research, and contracting methods, including sole source and competitive procedures.
- Prepare acquisition-related documents (e.g., Acquisition Research Center (ARC) postings, Acquisition Plans, and Contract Review Panel briefings).
- Conduct continuous compliance reviews and resolving contract performance issues.
- Collaborate with Program Managers, Contracting Officer's Technical Representatives (COTRs), and Contracting Officers (COs) to provide daily financial and business management support.
- Maintain awareness of and ensure compliance with Federal Acquisition Regulations (FAR) and Source Selection processes.
- Identify and implement efficiencies to improve contract operations, documentation, and compliance.
- Develop and present contract-related recommendations to management, including resource allocations and corrective actions.
