Job Description:
This role facilitates and manages employee relations on behalf of the City. It oversees the administration of Human Resources, strategic Human Resource planning, and support for multiple departments in achieving goals through City policies and procedures.
Examples of Duties:
- Conducts and documents complex investigations (telephonic or on-site) into workplace complaints with interviews of employees, managers, or third-party personnel.
- Analyze notes to arrive at conclusions, recommendations, and plans of action.
- Prepares comprehensive reports and summaries of findings with conclusions, recommendations, and plans of action to present to department leadership and corporation counsel.
- Develops, recommends, and coordinates the implementation of new policies and programs for employee relations, affirmative action, sexual harassment, employee complaints and career development/succession planning; monitors effectiveness; provides guidance; and ensures compliance.
- Develop and maintain employee relations – including defining and documenting processes and roles and responsibilities and developing the materials used to support a range of activities including but not limited to: Performance Improvement Plans and Terminations – both voluntary and involuntary.
- Administers the City’s disciplinary program including evaluating, editing, and approving employee feedback reports, performance improvements plans, and corrective discipline memorandum.
- Works with the City’s legal counsel to build a defense for employee grievance hearings.
- Serves as the HR representative on the City of Charleston Police Department Promotion Board.
- Partners with assigned departments in evaluating, developing, and implementing operating policies and procedural improvements to ensure effective and consistent Human Resources management.
- Acts as a liaison between department management and employees.
- Acts as Emergency Coordinator for the department and participates in city-wide emergency related drills and planning, including monitoring and reporting on employee emergency status.
- Serves on the City’s Safety committee and worked with the City’s Safety Director to assist with resolutions.
- Mentors, coaches, and counsels employees throughout all levels of the organization.
- Facilitates group conversations to reach understanding and agreement through effective communication.
- Provides professional expertise and support in the design, development and implementation of the talent review process that is required to achieve business goals and results in the creation of an internal bench of top talent.
- Manages the maintenance and execution of the performance management system, including current job descriptions, standards of performance and performance evaluation instruments.
- Ensures that organization-wide talent management and PM initiatives are focused and aligned on improving operational and program efficiencies and effectiveness.
- Performs other duties as assigned.
Basic Qualifications:
- Bachelor’s Degree (BA/BS) in Human Resource Management, Business Administration, Public Administration or related field and 4 years of related experience, 2 of which a must be at a managerial level; or an equivalent combination of education and experience.
- Valid driver’s license.
- Thorough knowledge of Microsoft Office or similar software.
Preferred Qualifications:
- Professional in Human Resources (PHR) certificate or Senior Professional in Human Resources (SPHR)
- Knowledge of Workday software.
Other Necessary Requirements:
- In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City’s needs.
- May require evenings, weekends, and holidays as scheduled.
