The Senior Vice President & Director of Financial Services supports the mission of the Reinsurance Association of America (RAA) through the effective leadership of the policy and advocacy efforts related to state, federal, and international financial regulation, Statutory, GAAP, and IFRS accounting, auditing standards, capital markets regulation of insurance risk, including rating agency activities, and U.S. and international tax matters of interest to the members. This role routinely represents the interests of the members on financial and regulatory matters in a variety of public and private fora including established committees, interest groups, and government agencies.

ESSENTIAL FUNCTIONS
The following essential functions require advanced skills and a demonstrated commitment to the success of the Financial Services Department and RAA.

  • Effectively leads policy development and advocates RAA member' interests on financial and
    regulatory matters in a variety of public and private fora with government authorities at the state,
    federal and international levels. These forums include many established committees including:
    • NAIC Statutory Accounting Committees and Working Groups
    • NAIC Reinsurance Task Force
    • NAIC Risk Based Capital, Blanks, Valuation of Securities, Casualty Actuarial, Financial Condition,
      Examination Oversight and other NAIC Committees, Task Forces and Working Groups (too
      numerous to mention and that arise from time to time to address financial solvency regulation or
      policy matters affecting reinsurers.)
    • NAIC International Committee, and Group Capital Calculation, Group Solvency Issues,
      Macroprudential, Risk Focused Surveillance, Financial Stability and Liquidity Assessment working
      groups focused on NAIC adaptation of international solvency standards.
    • NCOIL and individual state legislators as required.
    • Various Committees of the International Association of Insurance Supervisors, the European
      Union and related organizations, the International Accounting Standards Board, International
      Sustainability Standards Board and others international groups.
  • Directs RAA policy development and advocacy efforts on financial and tax matters with the Treasury
    Department, FIO, the Federal Reserve and members of Congress and their staff as required to advance
    RAA interests.
  • Leads RAA policy development and advocates RAA members' interests on financial accounting and
    tax matters with the FASB, SEC, PCAOB, AICPA, IRS and state tax authorities and the OECD.
  • Attends NAIC National Meetings, NAIC and IAIS International meetings and other prominent industry
    conferences on an in-person basis such as the Federal Bar Tax Conference, SIFM, IASA and rating
    agency conferences to stay current on industry issues and develop a professional network.
  • Represents the RAA on current financial and regulatory matters in public speaking engagements and
    in published articles.
  • Acts as chair of the NAIC Interested Persons Group of the P&C Reinsurance Study Group and other
    specialized reinsurance interested parties' groups to the extent elected by peers in the P&C industry.
  • Provides or supervises the provision of staff support services to the Accounting Committee and Tax
    Committee. Provide staff support for other specialized subcommittees and task forces of the RAA
    (e.g., Finite Re Task Force, Insurance Securitization Task Force).
  • Ensures staff support on financial, regulatory & tax matters to other RAA committees including the
    Law Committee, Life Reinsurance Committee and Federal Affairs Working Group.
  • Supervises and directs outside consultants activities with respect to retained outside tax counsel, and
    other specialized consulting projects as required by specialized advocacy initiatives.

Supervisory Responsibility
This position is responsible for supervising, mentoring, and training the Financial Services Department staff including the Assistant Vice President of Financial Services and an Administrative Assistant.

Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, and photocopiers.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee is regularly required to communicate information and ideas so others will understand. The employee frequently moves about inside the office to access file cabinets, office machinery, etc; constantly operates a computer and other office productivity machinery such as a copy machine and computer printer; must be able to remain in a stationary position for long periods of time, and often moves items weighing up to 20 pounds across the office for various needs.

Position Type/Expected Hours of Work

Some flexibility in hours is allowed, but the employee must be available during the "core" work hours of 10:00 a.m. to 4:00 p.m. and must work 32 hours each week to maintain full-time status. Occasional evening and weekend work may be required as job duties demand.

Travel
Routine travel is expected for this position.

Required Education and Experience

  • Bachelor's degree in accounting or equivalent required, Master's degree preferred.
  • Current Certified Public Accountant (CPA) or Certified Fraud Examiner (CFE) designation
    required.
  • 10 or more years of experience in insurance accounting and regulation and auditing of insurers.
  • Advanced proficiency with Microsoft Office including Word, PowerPoint, & Excel.
  • Excellent written and oral communication skills.
  • Experience successfully creating and delivering effective presentations to nontechnical
    audiences.
  • Demonstrated ability to communicate concisely and effectively with senior executives.
