Assistant Vice President for Research
Job Description
The Assistant Vice President for Research directs the Office of Research and Sponsored Programs (ORSP)and reports to the Vice President for Research and Economic Development. This management position is responsible for the University’s sponsored research Pre- and Post-Award Services offices; research compliance including IRB, IACUC and IBC; overseeing policy development, contract negotiations, reporting, and their compliance with relevant federal, state and local government, industry and foundation policies and regulations; developing, implementing, and updating policies and procedures as they apply to research and sponsored programs; and playing a lead role in accomplishing the University’s research goals.
Essential Functions (Responsibilities):
- Serves as an Authorized Official on all agency electronic research administration systems.
- Has university signature authority on research agreements.
- Provides supervision and oversight of the ORSP including Pre-Award, Post-Award and Research Compliance.
- Responsible for ORSP personnel including, but not limited to: employee evaluations, personnel decisions, vacation/leave approval, budget meetings, approval for ORSP travel and memberships.
- Maintains SAM.GOV.
- Provides oversight and is responsible for insuring compliance in research compliance areas under Vice President for Research and Economic Development, including IRB, IBC, IACUC.
- Performs the development of and provides recommendations for policies and procedures affecting university sponsored projects, including 2 CFR 200, FAR, DFAR and other federal/state regulations.
- Negotiates agreements on behalf of the University including industrial agreements, MTAs, Data Use Agreements, SRAs, and NDAs.
- Responsible for internal and external reporting including, NSF Space Study and ORSP HEA-117 reporting.
- Provides oversight of export control and research conflict of interest.
- Provides oversight of electronic research administration (ERA) system(s).
- Other related duties as assigned.
Required Qualifications
Minimum Qualifications:
- Bachelor’s degree and professional certification (CRA or CPA)
- 8 years’ experience in a university setting and sponsored project administration
- Demonstrated knowledge of federal regulations related to research administration, including 2 CFR 200 and major federal funding agency guidelines/regulations
- Experience negotiating government and industrial contracts including sponsored agreements, non-disclosure agreements
- Ability to be discrete and produce time-sensitive, accurate information in deadline-oriented situations within a high-volume office.
Preferred Qualifications
Ten years experience in a university setting and sponsored project administration.
