What are the responsibilities and job description for the LEAD TRAFFIC SIGNAL TECHNICIAN position at Town of Chapel Hill?
The purpose of this position is to serve as team leader; leading and providing field supervision to the team members in the installation, maintenance, and repair, and programming of computerized traffic signals to provide safe and efficient traffic control. This is accomplished by motivating team members through weekly plans, maintaining system logs, estimating materials, and scheduling personnel and equipment for projects. Other duties may include reviewing work plans for signals to ensure compliance with requirements.
This classification has been designated as Safety Sensitive and is subject to random drug and alcohol testing. Must have possession of or ability to readily obtain a valid CDL issued by the State of North Carolina.
Anticipated Vacancy: Estimated start date 01/06/2025
- Lead, train, and manage technicians in the proper and timely installation, maintenance, repair, and inspection of traffic signals in accordance with established guidelines and recordkeeping requirements.
- Direct daily operations in the field and the shop; create reports; and submit materials requisitions to vendors and job quote lists to contractors; efficiently prioritize and assign work to technician staff; effectively train signal technicians on signal operations.
- Report street light outages; respond to requests for street lighting; and perform railroad traffic signal equipment inspections.
- Provide traffic control and other support in accordance with established guidelines for special events requiring timing changes and/or traffic control measures.
- Provide basic support in the absence of the Traffic Signal System Analyst.
- Communicate with supervisors and peers; organize, plan, and prioritize work; provide accurate information in written form, emails, or in person.
- Perform other duties as required.
Supervision Exercised:
This position requires functioning as a team leader and field supervisor and communicating effectively verbally and in writing.
Physical Demands:
The work is typically performed while standing or stooping, with intermittent sitting or crouching.?The employee uses equipment requiring a high degree of dexterity and strength. Must have the ability to climb ladders and work at heights, including from a bucket truck.
Work Environment:
The work is typically performed outdoors and inside a workshop.
Knowledge of:
- Extensive knowledge of traffic signal system and software;
- Electricity/ electronics principles;
- Manual on Uniform Traffic Control Devices and the NCDOT Specifications Manual;
- Management and supervisory principles and practices;
- Pay and benefit systems; and
- Relevant town rules, regulations, policies, and procedures.
Ability to:

- Use volt/ohm meter, megohmeter, conflict monitor tester, utility locater, traffic signal controller test board, ground testing meter, oscilloscope, curve tracer, prong burner, and soldering station in the maintenance and repair of a closed-loop traffic control system;
- Use office equipment, personal computer, and various word processing and database software; and

Education:
A High School Diploma or equivalent combination of education and experience that provides the required knowledge, skills, and abilities to perform the duties of the position.
Experience:
Six years of experience in journey level traffic signal installation, maintenance, programming, and repair or equivalent experience.
Certification
Current IMSA Level II Traffic Signal Certification and Bench Repair or Field Technician.
