JOB CLASSIFICATION SUMMARY
Positions assigned to this class are responsible for performing advanced to complex data analysis and program-related duties to support the Parks and Recreation Department. This role involves analyzing park usage, recreation program performance, and community feedback to provide insights that enhance the department's services and operations.

DISTINGUISHING CHARACTERISTICS
This is a fully qualified professional-level classification within the data analysis and program management family. The position requires applying sound analytical principles and best practices for planning, problem-solving, and data-driven decision-making. The incumbent works independently on varied assignments, demonstrating advanced knowledge in data analytics, operational evaluation, and community service metrics. Complex issues are referred to management when necessary.ESSENTIAL DUTIES
The following are intended to describe core work functions of this classification.  While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs.

  • Develops and presents reports, dashboards, and visualizations on park usage, program attendance, and financial performance for internal stakeholders, Town leadership, and the public.
  • Identifies and evaluates operational challenges and programmatic inefficiencies; designs and implements data-driven solutions to address identified issues.
  • Collects, compiles, and analyzes data related to park operations, recreational programs, budget performance, and community engagement.
  • Prepares performance metrics, identifying trends and providing actionable recommendations to improve efficiency and effectiveness.
  • Researches and interprets applicable Federal, state, and local regulations, ensuring departmental compliance and assessing impacts of proposed changes.
  • Assists with the preparation and analysis of annual and mid-year budgets, including forecasts, variance analyses, and financial recommendations.
  • Conducts public surveys and analyzes feedback to inform department policies and initiatives.
  • Supports grant applications by providing relevant data analysis and documentation to meet funding requirements.
  • Facilitates departmental planning sessions and presents findings at Town Council meetings or other public forums.
  • Monitors and evaluates vendor and contractor performance, ensuring adherence to agreements and departmental standards.
  • Manages data integration projects, collaborating with IT and GIS teams to incorporate geospatial analysis into departmental strategies.
  • Responds to internal and external inquiries, providing detailed information based on research and data interpretation.
  • Continuously seeks opportunities to streamline workflows, enhance operational processes, and implement innovative solutions.
  • Performs related work as assigned.
MINIMUM QUALIFICATIONS (at job entry)
Education and Experience:
Bachelor’s Degree in Data Analytics, Statistics, Public Administration, or a related field and
a minimum of 5 years of experience in data analysis, program evaluation, or municipal operations; or an equivalent combination of education and directly related experience.

LICENSING/CERTIFICATION REQUIREMENTS

KNOWLEDGE
  • Principles and practices of municipal operations, especially in Parks and Recreation.
  • Data analysis tools and techniques, including statistical software and visualization platforms (e.g., Excel, SQL, R, Python, Tableau, Power BI).
  • Best practices of data governance, data quality, and data security principles. 
  • Budgeting, forecasting, and financial analysis principles.
  • Public involvement processes, including survey design, meeting facilitation, and stakeholder engagement.
  • Research methodologies and statistical analysis for program evaluation.
  • Project management practices, including planning, execution, and reporting.
  • Open meeting laws, public records requirements, and compliance standards.
  • Geographic Information Systems (GIS) and spatial data analysis tools.
  • Federal, state, and local laws and regulations relevant to municipal programs and funding.

  • Proficient in designing and developing reporting systems and interactive dashboards.

Salary : $82,026 - $118,938
