Description
The Full-Time Town Attorney serves as head of the Town's Legal Department and is duly appointed counsel to the Town Board. The Town Attorney conducts all legal business pertaining to the township as authorized or assigned by the Supervisor or the Town Board. The employee advises the Town Board, Heads of Departments and employees on all legal matters and is called upon to exercise independent judgment and initiative in the performance of these duties. Performs other related duties as assigned by the Town Board.
Partial list of Essential Responsibilities
· The principal function of the Town Attorney is to advise the Town Board, Town Clerk, Department Heads, including Police Department, Building Department, Highway Department and Department of Public Works, and other officers and employees of the town with regard to the functions and legal issues relating to the duties of their respective offices.
· Conducts legal research and ensures compliance with Open Meetings Law, SEQRA, Town Code and other legal processes and procedures. Answers legal questions as needed for all advisory boards and committees.
· Advises the Town Board as to the legal implications of contemplated policy, actions and administrative decisions and advise Town departments, boards and committees in the execution of their duties.
· Drafts resolutions, proposed legislation, local laws, ordinances, regulations, and policies for the Town, and reviews legislative proposals submitted by outside agencies, individuals, and special interest groups which may impact the Town. Defends, supervises and coordinates the defense actions and proceedings against the Town, its officers, boards and committees in any action brought against it or them in their official capacities in all levels of Federal, State, and Town court.
ü Reviews and signs off on the Peconic Bay Region first time homebuyer exemptions form.
ü Prepares, presents and oversees Legal Department’s budget.
Ø Excellent legal research, writing, communication, and presentation skills with a commitment to high professional standards. Strong ability to multitask, prioritize workload, and prepare legal documents efficiently.
Ø Exceptional organizational skills. High attention to detail and proficiency in proofreading legal documents. Proficiency in computer programs essential for legal research and document preparation, including Microsoft Office Suite.
Ø Candidate must be able to administer and guarantee the safekeeping of confidential and critical legal records and documents. Thorough knowledge of constitutional and municipal laws; good knowledge of the provisions of the Town Code; ability to plan, organize and supervise the work of a legal and/or clerical staff in a manner conducive to full performance and high morale.
Education, Experience, Licenses
License to practice law in New York State is required. Experience working on behalf of municipalities. Affiliations with East End Towns a plus.
Work Schedule
(1) Works Eight (8) Hours Per Day - Holds Regular Office Hours (Hours vary according to meetings schedule)
(2) Attends Justice Court bimonthly on Mondays
(3) Attends Town Board and Town Board Work Sessions (Zoom permitted) Tuesdays: 1:00pm or 6:00pm and every third Monday 6:00 pm
(4) Oversee Code Enforcement Office
(5) Attend Advisory Boards and Committees Meetings as needed
Full-Time: Eight (8) Hours Per Day
Annual Salary: $155,600.xx (Includes Benefits)
