SUPERVISOR

QUALIFICATIONS
Education and Experience
Graduation from high school or GED equivalent. Graduation from a two-year accredited university or college with an associate’s degree or equivalent in a health-related field preferred. Candidate must have a minimum of at least five years of experience in Emergency Medical Services and the application of Advanced Life Support and Pediatric Advanced Life Support.
Necessary Knowledge, Skills and Abilities
1. Knowledge of duties and responsibilities shall include:
a. Duties and responsibilities of all employees and volunteers of Tri-Community South EMS.
b. Understanding of the TCS Infection Control Policies and Hazardous Waste disposal.
c. Understanding of the rules and regulations involved with Medicare/Medicaid Reimbursement, other insurance carriers, and Pennsylvania State EMS Acts.
2. Possess good oral and interpersonal skills; excellent command of the English language; interest in the improvement of emergency medical services; competency in Microsoft Word and other computer skills relating to System; knowledge of audio-visual equipment.
3. Ability to lead and direct employees to meet the goals and objectives of the EMS system.
SPECIAL QUALIFICATIONS AND REQUIREMENTS
1. Must possess at the time of hire and maintain a valid and current Pennsylvania State driver license without record of suspension or revocation in any State.
2. Must demonstrate leadership ability and competence in stressful job-related situations and a low absentee record; provide any certificates relating to management training.
3. Must possess at time of employment, and maintain during employment, Pennsylvania Department of Health valid EMT-Paramedic certification and history of continuing education records.
4. Participation in programs providing additional training in management techniques, personnel relations, and updated concepts of emergency medicine.
5. Maintain current certifications in Advanced Life Support, Pediatric Advanced Life Support, CPR Instructor, EMSVO Certified. Also, shall maintain all required clearances including child abuse clearances.
6. Maintain membership in the Allegheny County Emergency Medical Service Council; should be involved in other committees under EMS and ACEMS Council.
7. Fulfill the requirements of the Tri-Community South Medical Director to function as a preceptor; meet all job qualifications of a Tri-Community South EMS paramedic.
RESPONSIBILITIES
1. Ensure all patient care is delivered appropriate to the needs of the individual in an acceptable time frame.
2. Ensure minimum required staffing of vehicles on each shift and following shift (i.e. overtime, illness, violation of policies/procedures).
3. Ensure each employee has proper attire while on duty and conforms to dress code.
4. Ensure each vehicle and each response vehicle is equipped according to Tri-Community South EMS standards and checklist completed at the beginning of every shift.
5. Assign base and vehicle cleaning as needed and ensure routine cleaning is completed as scheduled.
6. Assign special event coverage according to operational guidelines and Collective Bargaining Agreement.
7. Record equipment left with patients at hospital or residence and retrieve as soon as possible.
8. Repair or replace malfunctioning equipment and complete proper paperwork.
9. Deliver vehicles for repair as needed or assign personnel to deliver vehicles for scheduled repairs and complete appropriate paperwork.
10. Ensure vehicles are clean for safe patient care; disinfected and washed at the end of each shift.
11. Prepare vehicles for inclement weather; know and understand requirements for chain placement; ability to instruct employees on chain use and proper placement.
12. Complete special reports of incidents (unusual happening) and know chain of command.
13. Assist Training Center Coordinator and other community activity involving Tri-Community South EMS personnel.
14. Ensure all safety precautions are taken during performance of patient care.
15. Dispatch appropriate unit for requested responses.
16. Ensure appropriate consent is obtained for all juvenile transports.
17. Ensure all insurance authorizations and privacy notices are completed.
18. Ensure all transports are to the appropriate destination facilities.
19. Treat or direct treatment of all patients according to current Pennsylvania BLS and/or ALS protocols and Medical Command Guidelines.
20. Ensure all field personnel are knowledgeable in appropriate state guidelines.
21. Dispatch rescue units to accident scene when appropriate and know which rescue service to contact.
22. Oversee assigned committees and activities of committee members; ability to supervise community days and PR events.
23. Evaluate the need for air transport to a scene and supervise its arrival and departure; respond to call when available. Use must meet appropriate protocols.
24. Ensure all bases and vehicles are protected and secure from possible theft.
25. Ensure all vehicles are in safe operating condition; ensure vehicles are stored inside during inclement weather. Drug boxes shall be removed from out-of-service vehicles and secured.
26. Notify the Chief of EMS Operations of traffic accident fatalities, unusual deaths, injuries to employees or volunteers, damage to vehicles, bases, or equipment, patient care incidents, and potential disasters; notify Pennsylvania Department of Health for accidents with ambulances on on-duty deaths and prepare appropriate paperwork.
27. Order and replace supplies as needed.
28. Assist in the orientation and evaluation of staff and volunteers, requiring the BLS employees to complete evaluation forms on third-person observers.
29. Coordinate cooperatively and consistently with ancillary agencies within the Community and County on an as-needed basis.
30. Oversee and coordinate the operation of public relation activities and communications, training and continuing education, scheduling, infection control, CISM.
31. Attend meetings related to job responsibilities.
32. Provide continuity of all projects involving TCS personnel.
33. Ensure quality assurance programs are continuous and participate actively.
34. Submit reports as required by the Chief of EMS Operations.
35. Evaluate employee performance including specifically assigned projects.
36. Plan and implement new projects and evaluate ongoing projects.
EQUIPMENT USED
Emergency medical services use radio communication, cardiac monitoring, basic rescue and related equipment, drug and oxygen administration, airway maintenance, advanced procedures, personal computer with word processing software and bioterrorism equipment.
