UIC Alaska is Hiring a Project Manager II Near Juneau, AK

Overview

Bowhead is seeking two Construction Project Managers (CPM) to provide construction project management services to the United States Coast Guard (USCG) Civil Engineering Unit Juneau (CEU Juneau). Both positions are physically located in Juneau, AK, in support of CEU repair and restoration projects throughout the State of Alaska. The work includes, but is not limited to: utilities, roads, piers/docks, hangers, barracks and family housing, offices, galleys, gyms, small clinics, tower structures. Primary services include: Overseeing the day-to-day project management of construction projects; perform program & project management, contract administration, time management, quality management, cost management & value engineering, and safety & risk management; inspect on-going construction, document problems, and recommend solutions, in professional manner; perform constructability reviews of project and contract documents; coordinate between fieldwork, affected organizations, and government; work with local USCG staff to explain and inform on construction activities.

Responsibilities

  • Perform a variety of Project Manager duties to include monitoring the effectiveness of 3rd party contractors and USCG facilities for facility maintenance issues.
  • Ensure construction is in accordance with plans and specifications.
  • Make on-site visits and work with Superintendents or Project Managers of 3rd party contractor construction projects and provide written reports.
  • Be an effective communicator, understand risks, and develop strategies to reviews including, but not limited to, equipment and material submittals, progress charts, quality control (QC) and Safety Plans, and various work plans.
  • Oversee project schedule, construction progress, and period of performance/contract completion date.
  • Monitor contract execution for compliance with appropriate actions to the COR/CS/KO.
  • Research and identify design and/or construction problems and provide recommendations to the Coast Guard (CG) construction Project Management team.
  • Process/respond to contractor Requests for Information (RFI’s) and Design Clarification Requests (DCR’s).
  • Assist with development of contract modifications and associated documents to include but not limited to: construction costs estimates, red line drawings, statement of work, and edits to the specifications

Qualifications

In accordance with Executive Order 14042: Ensuring Adequate COVID Safety Protocols for Federal Contractors, candidates should be aware that they may be required to have received or be willing to receive the COVID-19 vaccine by date of hire.

  • 4-year degree in Architecture, Engineering, or Construction Management. Education must be ABET accredited.
  • At least 6 years total experience being a field engineer, project manager, or managing multiple construction contracts involving multiple disciplines/trades.
  • At least 3 years of construction management oversight experience w/in the last 7 years on projects with a construction dollar value of approximately $1M-$10M (per project).
  • At least 1 year construction experience performed in Alaska or Coastal areas (within 20 miles of the shoreline)
  • Demonstrated experience in managing construction on active projects facilities and construction for compliance with contract requirements.
  • In lieu of a 4-year degree, a CPM must be a Certified Design-Build Professional (DBIA ™) through the Design-Build Institute of America [Note: The Associate DBIA ™ certification is not equivalent] OR Certified Construction Manager (CCM®) through Construction Manager’s Association of America (CMAA) certified as described in ANSI/ISO/IEC 17024.
  • If candidate is a Certified Design-Build Professional or a Certified Construction Manager without an ABET accredited four-year degree, they must also possess:
    • At least 10 years of total experience working as a field engineer, project manager, superintendent, or some other managerial construction project management position.
    • At least 6 years of construction management oversight experience w/in the last 10 years on projects with a construction dollar value of approximately $1M-$10M per project.
  • Experience with Federal and/or State Agency design-build, or design-bid-build contracts is highly preferred.
  • While new construction counts as experience, the Coast Guard rarely builds new facilities, so demonstrating repair and renovation project experience and techniques while keeping facilities operating and/or occupied is highly desirable.
  • Demonstrated experience in project controls. Project control encompass the processes, experience, people skills, and tools used to plan, manage, monitor and mitigate any risk or event that may affect the cost and schedule of a project.
  • Demonstrated ability to work remotely with little or no direct supervision.
  • Strong working knowledge of Microsoft Office skills, Primavera P6, and Microsoft Project.
  • Excellent communication skills (verbal and written)

Physical Demands:

  • Must be able to lift up to 15 to 25 pounds 
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIRED: Must be able to maintain a security clearance at the Public Trust level. US Citizenship is a requirement for admission to this location.
