Job Title: Vice President of Energy Resource Planning
Location: Brighton
Position Purpose and Objectives:
The VP Energy Resource Planning works under the general direction of the SVP Chief Energy Resource Officer (CERO). In collaboration with the CERO, manages the procurement, delivery, management and optimization of wholesale power supply. This position actively works with other cooperatives and utilities to gain economies of scale on power supply costs to provide affordable and competitive rates.
Essential Job Functions:
Manages the analysis and development of retail and wholesale rates in all member classes for the purpose of decision making and rate structure proposals to the CERO.
- Oversees the administration of the Wholesale Power Supply Agreements, Transmission Agreements, Bilateral Agreements and RTO Agreements.
- Audits and evaluates the above mentioned agreements to ensure the parties are meeting their obligations.
- Assists CERO and Finance with load growth and revenue forecast as it relates to each revenue class.
- Develops short- and long-term wholesale power load profiles and forecasts.
- Oversees the development and process for an Integrated Resource Plan on a routine basis.
- Tracks, develops and manages the Clean Energy Plan requirements including development of reports and data needed to support the annual filings.
- Provides professional assistance to the CERO in strategic power supply planning including the purchase/sale of capacity and energy including pricing and rate implication of various options or contracts.
- Serves as primary contact with Western Area Power Administration, Balancing Authorities, Southwest Power Pool (SSP), wholesale power providers and other transmission providers.
- Monitors regulatory environment for changes, e.g., FERC/NERC/WECC, RTO, Colorado PUC. Works with CERO and United Power Legal Department to recommend modifications or changes to United Power policies consistent with regulatory changes.
- Advises CERO on contract/policy provisions and methods to maximize benefit to United Power and the membership based on policy changes. Assists in the development of strategies to address issues.
- Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace.
- Performs other such duties as may be requested or assigned to fulfill the needs of United Power in the interest of good management practice.

Frequent inter-organizational and outside customer contacts. Represents organization in providing solutions to difficult technical issues associated with specific projects. Frequently interacts with power suppliers, in person or on the phone to discuss requirements. Frequently interacts with other employees, in person, over the phone or email to discuss projects, procedures and member needs.
Often interacts with other employees for oversight and guidance. Collaborates with the Executive team.
Working Conditions:
This is a hybrid eligible position, eligible to work remotely subject to the United Power hybrid work agreement. Fully Remote is not an option: All candidates must be willing and able to be on-site with limited notice.
This job is performed inside an office building at normal temperature ranges eighty percent (80%) of the time. Twenty percent (20%) of the time, this position will be outside or in a vehicle when going to a meeting or appointment. Noise level is often fifty to sixty decibels (50-60 dBs), which is that of normal conversation. Occasional travel by airplane may be required.
Supervision Received and Exercised:
Receives broad overall guidance from CERO. Supervise, coach, and mentor exempt and non-exempt staff.
