Duties and Responsibilities (* denotes essential functions):

    • Conducts research and analysis of institutional and statistical data, to ensure compliance with applicable laws and regulations.
    • Analyzes data trends, disparities, and tests for statistical significance of results to identify potential compliance risks or areas for improvement; evaluates findings and presents data for compliance reports and user-friendly reports, including presentation graphics, both internally and for submission to external entities.
    • Performs statistical analysis of large and complex datasets; cleans, troubleshoots, modifies, and develops datasets as appropriate for federal, State, and internal management reports.
    • Performs queries to extract data; aggregates data using pivot tables, spreadsheets, statistical software, and related applications to do analysis and cross tabulations; performs compensation analysis (e.g., cohorts, statistical comparisons, and multiple regression analysis).
    • Monitors University compliance with applicable federal and State regulations.
    • Defines requirements and develops technical specifications to meet the new and evolving federal, State, and internal audit reporting needs.
  • Works independently and cooperatively with University administrators and offices on an ongoing basis to implement and troubleshoot new survey methods and systems, to improve accuracy and timeliness of data collection and reporting, and to provide technical assistance (verbal, written, and in-person training).

    • Consults with and/or performs outreach to federal, State, military, and community agency staff to ensure compliance with federal contractor affirmative action requirements, including systemwide job postings, job fairs, EEO notices.
    • Researches national database sources; calculates and maintains comprehensive databases; prepares statistical reports on availability.
    • Researches emerging compliance issues, policies, best practices, and new federal, State amendments and laws.
  • Initiates advisories, policy recommendations, and assists in drafting or revising UH systemwide executive policies and administrative procedures.

  • Develops and applies subject matter expertise in one or more areas of civil rights law (e.g., ADA, Title IX, federal contract compliance, etc.) to audit University compliance, conduct site visits, and assist in responding to federal requests for information.

  • Performs other duties as assigned.


Minimum Qualifications:

  • Possession of a baccalaureate degree in business administration, math, education, social sciences, or related field with course work in statistics, quantitative methods, research methods, tests and measurements, mathematics and 3 years of progressively responsible professional experience with responsibilities for data analysis and reporting, or data management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

  • Considerable working knowledge of principles, practices and techniques in the area of data analysis and reporting, or data management, as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.

  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with data analysis and reporting, or data management.

  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.

  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

  • Demonstrated ability to operate a personal computer and apply word processing and statistical software.

  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

  • Demonstrated ability to perform moderately complex queries to extract/download data to a PC, aggregate data using spreadsheet/pivot table functions or similar and use spreadsheet application/report generator to create cross tabulations and do analyses.

  • Demonstrated ability to use personal computer & software to produce analytical reports, graphics, and spreadsheets in a timely manner. In particular, possesses a considerable working knowledge of Excel.

  • Ability to maintain confidentiality of records and information and to exercise discretion and to function in sensitive areas in a tactful and judicious manner.

  • Excellent skills in presenting information and data in a thorough and complete manner.

  • Ability to work and collaborate in a fast-paced environment.

  • Ability to do detailed and accurate work.

Desirable Qualifications:

  • Master’s degree with coursework in statistics, quantitative methods, research methods, tests and measurements, mathematics, or related.

  • Experience performing multiple regression analyses.

  • Knowledge of human resources principles, theories, and practices.

  • Experience in civil rights compliance or non-discrimination laws at the federal and state levels.

  • Working knowledge of the University of Hawaii's organizational structure, policies and procedures.

  • Experience or familiarity with compliance framework in a higher education context.
