Responsibilities
- Plan, allocate resources with National Guard Bureau (NGB), and schedule Environmental Performance Assessment System (EPAS) inspections at all Louisiana Army National Guard (LANG) facilities
- Coordinate actions of all EPAS contractor employees with NGB and Regional Coordinators during preliminary planning, site visits, and QA/QC phases
- Develop project scopes to address EPAS findings; develop plans and corrective actions
- Identify non-EPAS driven environmental projects to include: scope of work, cost estimates, STEP funding requests, and assess results of failure to fund
- Write and submit IPAS findings as they are corrected
- Generate annual ICAP for IPAS and prioritize findings as they are corrected
- Manage the Louisiana WEBCASS page, track progress of current and previous years findings in ICAP for both EPAS and IPAS years
- Update the ICAP and close findings as they are corrected
- Prepare and submit LDEQ letters for Gillis Long air emission requirements with hard deadlines
- Manage the statewide Clean Air Act (CAA) program to include minor and mobile source permits and periodic updates to existing air permits and ERIC submittal for select State-wide facilities
- Conduct Installation Restoration Program (IRP) investigations using the Risk Evaluation/Corrective Action Program (RECAP)
- Preparation of Environmental Condition of Property (ECOP) reports for all property transfers
- Coordinate on PFAS investigations with NGB and review documents
- Identify requirements for environmental projects and develop-strategies to ensure compliance with Federal, State, local and Army Regulations and requirements
- Prepare multi-media LDEQ permit exemption requests, where applicable
- Establish and maintain liaison with State and Federal regulatory agency personnel and NGB Environmental Program Managers to foster a positive relationship
- Track and maintain knowledge of most current changes and developments with environmental regulations and policies using regulatory resources to include the CFR updates, NGB notices, and newsletters
- Multi-media permit management to include Implementation and payment of fee
- Additional duties as assigned
Required Qualifications:
- A bachelor’s degree with a major in one of the following scientific fields: agronomy, environmental sciences, geosciences, soil sciences, geology, or a related field.
- One of the following:
- Ten (10) - Fifteen (15) years of professional level scientific/technical environmental experience
- Professional level environmental training in the following areas: Clean Water Act, Clean Air Act, CERCLA, RCRA and EPCRA
- Proficient technical writing skills
- Excellent communication skills
