The Village of Cooperstown seeks qualified applicants for the position of Village Treasurer to serve as Chief Financial Officer for the Village. Duties include all municipal accounting functions; collecting taxes, water and sewer fees; managing bans, bonds, bank accounts, and pension funds; and assisting in budget and forward financial plan preparation emphasizing increased efficiencies and non-tax revenue, including grants. The Treasurer interacts with the public, all Village departments, financial institutions, the mayor, and trustees. Preference will be given to applicants with experience in municipal accounting procedures and systems. Appropriate supervisory and interpersonal skills are essential. Compensation will be competitive and commensurate with experience.

GENERAL STATEMENT OF DUTIES: Serves as Chief Financial Officer for the Village.
DISTINGUISHING FEATURES OF THE CLASS: Responsible for all aspects of Village Accounting and ensuring governmental accounting procedures are followed.
EXAMPLES OF WORK: (Illustrative only)
Responsible for managing Village Bank accounts, BANS, and Bonds to minimize costs and maximize benefits to the Village and administration of these accounts and programs.
Assist outside auditors
Monitor fraud protection procedures
Provide finance reports to Board of Trustees
Collect taxes, water and sewer fees
Administers parking meter receipts and deposits
Responsible for Payroll and Benefits Administration i.e. payroll taxes, health insurance, NYS Retirement
Coordination of Workers’ Compensation claims
Management of retirement program for Volunteer Firefighters/EMS
Assist the Mayor and Board of Trustees in the preparation of the annual Village budget and forward outlook
Provides information as need for grants management
Will attend as directed and required, all training related to governmental accounting
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:
Ability to work cooperatively with department heads, residents, the public, Village staff, union representatives, trustees and Mayor
Ability to supervise and guide staff
Sensitivity to both the need for transparency of public information and the need to maintain confidentiality on personnel issues
Thorough knowledge of New York State municipal accounting
Experience with, or ability to rapidly become proficient with Edmunds and Associates MCSJ municipal accounting system
ACCEPTABLE EXPERIENCE AND TRAINING:Two years of bookkeeping or auditing experience, preferably including experience in governmental accounting and graduation from a college or university of recognized standing with specialization in accounting; or five years of such experience and completion of a standard high school course; or any equivalent combination of experience and training sufficient to indicate ability to do the work.
