DESCRIPTION SUMMARY:
The Maintenance Technician is a full-time maintenance employee, who is: Responsible for the upkeep, preservation and conservation of New Song Village and Creekside Village in Harrisburg;
Responsible for the maintenance and monitoring of the complex and its operations during scheduled work hours;
Responsible for the emergency maintenance and monitoring of the complex during Holidays, weekends and non-office hours.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Possess the expertise to maintain the physical integrity of owned and or managed housing structures and buildings and grounds.
Be knowledgeable and experienced in the areas of housing maintenance including, but not limited to the following:
Janitorial services, Painting, Floor coverings, Masonry, Carpentry, Plumbing, Electrical, Heating, Ventilation, Air conditioning, Grounds upkeep, etc.
Provide general seasonal maintenance and grounds services
Knowledge of maintenance record keeping and documentation procedures
Respond to sudden, unexpected occurrence(s) demanding immediate action related to a life threatening or property-damaging situation.
Contact appropriate authorities in the event of drug related or criminal activity that disrupts peaceful enjoyment of apartment complex.
Evacuate building in the event of fire or another catastrophe at the complex site.
Respond to Emergency requests during On-Call hours.
Contact Maintenance Director for authorization to engage professional serviceman relative to maintenance emergencies.
Coordinate with Maintenance Director and other VOA personnel in the event of other emergency conditions.
SUPERVISORY RESPONSIBILITIES:
Assist with supervision of Resident Initiative participants (when active)
POSITION REQUIREMENTS QUALIFICATION REQUIREMENTS:
Prefer individual with experience in housing maintenance, security, ventilation, heating, air conditioning, plumbing, electrical and mechanical systems and their operations; interior and exterior common areas, buildings and grounds; appliances; and maintenance and grounds equipment.
CERTIFICATES, LICENSES, REGISTRATIONS:
Be knowledgeable of Housing Quality Standards
OTHER SKILLS and ABILITIES:
Knowledge of maintenance record keeping and documentation procedures
Respond to sudden, unexpected occurrence(s) demanding immediate action related to a life threatening or property-damaging situation providing emergency maintenance repairs
Completing work orders generated from inspections
Cleaning and repairing apartment upon participant vacancy
Completing minor electrical work
Completing minor plumbing work
Completing minor carpentry work
Maintenance of interior common areas
Maintenance of exterior common area
Maintenance of agency equipment.
EDUCATION and/or EXPERIENCE:
Experience in maintenance necessary, Experience in working with people preferred.
LANGUAGE SKILLS:
Ability to communicate effectively orally and in writing.
MATHEMATICAL SKILLS:
Work with Maintenance supervisor in adherence with maintenance budget needs.
Knowledge of carpentry, plumbing, electrical and utility basic units of measurements.
REASONING ABILITY:
Ability to work without immediate supervision
Possess the ability to stay calm and productive
Maintain behavioral control of residents under emergency and or crisis situations
GENERAL PHYSICAL REQUIREMENTS:
Medium Work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
PHYSICAL REQUIREMENTS OF JOB: Sedentary work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized. This factor is important if the amount and kind of climbing required exceeds that required for ordinary locomotion.
Must be able to check a smoke detector installed on the ceiling and change batteries
Stooping: Bending the body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles.
Kneeling: Bending legs at knee to come to a rest on knee or knees.
Crouching: Bending the body downward and forward by bending leg and spine.

Reaching: Extending hand(s) and arm(s) in any direction.
Standing: Particularly for sustained periods of time.
Must be able to sit for periods of one hour or more
Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
Pulling: Using upper extremities to exert force in order to draw, drag, haul or tug objects in a sustained motion.
Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to position. This factor is important if it occurs to a considerable degree and requires the substantial use of upper extremities and back muscles.
Fingering: Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling.
Grasping: Applying pressure to an object with the fingers and palm.
Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
Talking: Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
Hearing: Perceiving the nature of sounds at normal speaking levels or without correction. Ability to receive detailed information through oral communication and make fine discriminations in sound.
The worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes.
The worker is subject to both environmental condition; Activities occur inside and outside.
The worker is required to have visual acuity to determine the accuracy, neatness, thoroughness of work assigned (i.e. security guard, inspection, etc.)
The worker is exposed to infectious diseases.
The worker is required to function around ex-offenders and/or clients with mental health disabilities.
VISUAL ACUITY:
Required to operate motor vehicles, maintenance equipment
Required to determine the accuracy, neatness, and thoroughness of work assigned
WORKING CONDITIONS:
Subject to both inside and outside environmental conditions. Protection from weather conditions and temperature changes.
COMMENTS:
Must attend all scheduled staff training and staff meetings.
Must respond to emergencies.
Must maintain all certifications including CPR/AED and First Aid.
Must pass a MVR check and maintain a safe driving record.
Must pass a criminal background check for felonies and misdemeanors conducted upon hire.
Must obtain a drug test upon hiring and submit to random drug testing as requested.
Must report any drug and alcohol convictions within (5) working days per the Drug Free Workplace act.
