Summary :
Sets objectives, develops plans, staffs, and directs activities of assigned departments / areas of responsibility. Assists hospital's senior leader in the operation of the hospital. May assume administrative responsibility for the hospital in the absence of the hospital senior leader.
Qualifications :
Education : Bachelor's degree in healthcare administration, business administration, finance, or clinical specialty. Master's degree in healthcare administration, business administration, or clinical specialty.
Licenses / Certification : Healthcare professional licensure preferred.
Experience :
Minimum two years' in health care administration / management. Minimum two years' experience in facility operations management, human resources management, and / or finance. Graduate level education may substitute on a year-to-year basis for the required experience.
Essential Functions :
A : Leadership
Participates in planning and creating the hospital's strategic, operational, service design and other organizational plans and policies to achieve the mission and vision of the hospital.
Participates in the planning and development of departmental budgets, revenue, capital and operational expenses, sufficient number of staff, and any other plans for allocation of fiscal or other resources according to the scope of services provided.
Develops, designs and provides for a written scope of services, departmental policies and procedures that guide and support the provision and integration of services according to mission and vision of the hospital.
Directs the coordination and integration of departmental services with other departments and the hospital's primary functions.
Communicates the hospital's mission, vision, and plans with staff that guides them in their day-to-day activities. Promotes and motivates staff members to implement department and hospital operational, programmatic and other plans.
Labor and work-force planning - Controls labor expenses for dollars and hours on a PPD basis. Recommends and determines the sufficient number of staff to provide services and defines qualifications, performance expectations and competence of each person.
Provides for orientation, in-service training, continuing education, annual performance and competency reviews of department personnel to ensure staff is competent to provide services.
Participates in hospital and departmental performance improvement activities to measure and assess the quality of services provided.
B : Job Specific
Guides and directs management in the development and promotion of new and existing hospital services.
Directs the preparation of short term and long range plans and budgets based on broad corporate goals and growth objectives.
Maintains a sound plan of corporate organization establishing policies to insure adequate management development and to provide for capable management succession.
Develops and installs procedures and controls to promote communication and adequate information flow.
Participates in contract negotiations and on-going maintenance.
Establishes operating policies consistent with the hospital senior leader's broad policies and objectives and ensures their execution.
Evaluates the results of overall operations regularly and systematically and reports these results to the Chief Executive Officer.
Manages multiple subordinate department managers who supervise staff members in multiple departments.
Ensures that the responsibilities, authorities, and accountability of all direct subordinates are defined and understood.
Responsible for the overall direction, coordination and evaluation of the subordinate units / departments.
Directs and supports performance improvement activities for the facility.
Ensures that all organization activities and operations are carried out in compliance with local, state and federal regulations, JCAHO standards and laws governing healthcare operations.
Maintains an environment of collaboration and cooperation among hospital departments.
Maintains open lines of communication with subordinate departments.
Responsible for interviewing, hiring, assigning and directing work, counseling, appraising performance, rewarding, and disciplining personnel.
Maintains communication with the medical staff; attends medical staff committee meetings including the Medical Executive Committee.
Presents written and verbal information to top management, medical staff, public groups and Governing Body.
May assume the administrative responsibilities of the hospital's senior leader in his / her absence.

Consistently follows departmental and hospital Health, Safety, Security, Hazardous Materials policies and procedures.
Knowledge / Skills / Abilities :
Excellent oral and written communication and interpersonal skills.
Basic computer skills with working knowledge of Microsoft Office, word-processing and spreadsheet software.
Ability to spend a limited amount of time on travel required.
Ability to demonstrate knowledge of JCAHO, local, state, and, federal laws and regulations.
Knowledge of general budgeting, accounting, and management skills.
Ability to exercise complex analytical judgment in the work environment.
