WAYNE COUNTY JOB DESCRIPTION for
WAYNE COUNTY HEALTH DEPARTMENT

GENERAL WORK FUNCTIONS
The position provides clerical support to all clinically related visits to the Health Department. The
support defined in this role includes, by not limited to, customer service, registration of clients and
appointment scheduling, Electronic Health Record (EHR) preparation and client management within the
system. This position is directly supervised by the Processing Unit Supervisor V. Generally, this
position works 8:00 am to 5:00 pm Monday-Friday; however, the work schedule must be flexible in order
to perform the job or in the event of an emergency, must be available for call in during and throughout a
declared emergency, Public Health event, and/or preparedness exercise as designated by the Health
Director or County Manager.

SPECIFIC DUTIES AND RESPONSIBILITIES
Duties in this position include, but are not limited to, maintaining health information in the EHR,

registering clients receiving clinical services at the Health Department, verifying insurance,
scanning and faxing, addressing incoming and outgoing phone calls, customer service to
everyone involved in the care of the clients at the health department. 

Effective communication skills.
 Processing medical records requests and medical record releases according to state, federal, and

agency guidelines. 

Scanning and faxing of medical records and medical information.
 Serves as registration processing assistant and appointment desk processing assistant as directed

by supervisor and as needed to meet all clinic and client needs. 

Complete annual trainings mandated by the agency, and any trainings required by job function as
needed.

KNOWLEDGE, SKILLS AND ABILITIES
Ability to take ownership and initiative, and work as a part of a team
 Thorough knowledge of North Carolina Public Health laws, processes, and procedures.
 Thorough knowledge of computers and ability to learn multiple databases and software programs.
 Ability to work with all agency visitors and customers with courtesy and tact.
 Ability to establish and maintain working relationships between clinical and agency staff.

ADDITIONAL JOB FUNCTIONS
Performs other duties as assigned throughout the Wayne County Health Department.

MINIMUM TRAINING AND EXPERIENCE
Minimum:

 Graduation from high school and demonstrated possession of knowledge, skills and abilities
gained through at least one year of office assistant/secretarial experience; or an equivalent
combination of training and experience.

Equivalent & Additional Training/Experience:

 Medical Terminology is preferred. Office equipment knowledge preferred and knowledge of
Microsoft Office. One year is the approximate length of time for on-the-job training to become
fully able to perform the duties and responsibilities of this position without constant supervision.

MINIMUM STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to operate a variety of office machines, tools and equipment, such
as a computer, printer, copy machine, fax machine, charge card machine, calculator, or telephone. Tasks require the
ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing
and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at
a keyboard or work station.
Language Ability: Requires the ability to read a variety of informational and technical documentation, directions,
instructions, and methods and procedures. Requires the ability to write reports with proper format, punctuation,
spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise,
voice control, and confidence using correct English and well-modulated voice.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and
information.
Physical Communication: Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by
means of spoken words; hearing - perceiving nature of sounds by ear).
