Position Summary

The Controller is responsible for the planning, directing, and coordinating all accounting operational activities of the organization. The Controller provides supervision, training, and development of accounting and payroll staff. Controller prepares reports which summarize and forecast financial activity and position. Controller manages the budget process and production of annual and mid-year budgets. Controller also assesses current accounting operations including internal controls, offering recommendations for improvement and implementing new processes.

Required Qualifications (Knowledge, Skills, Abilities, Education, Training, and Licensure)

  • Bachelor’s Degree in Accounting Required;
  • Controller experience minimum of (5) years;
  • Supervisory experience required (5 years);
  • Knowledge of Generally Accepted Accounting Principles (GAAP);
  • Proficient at Word, Excel, & PowerPoint;
  • Strong leadership qualities;
  • Strong technical skills;
  • Strong accounts receivable, payables and general ledger experience;
  • Strong attention to detail;
  • Effective time management skills, ability to meet deadlines and organizational ability;
  • Excellent written and verbal communication skills;
  • Highly developed organizational skills;
  • Recent experience in healthcare field or FQHC preferred;
  • Ability to flex hours when needed;
  • Adherence to infection control procedures, including but not limited to, standard precautions of temperature monitoring, hand washing, symptom self-monitoring, masking and social distancing;
  • Assist and support the Center/Department/Program to meet standards of High Reliability;
  • Valid California driver’s license and insurable driving record;

Essential Responsibilities and Duties

  • Manage all payroll, accounting, and purchasing operations;
  • Supervise, train, and develop accounting, payroll, and purchasing staff;
  • Manage month-end and year-end financial close process;
  • Manage the payroll process and ensure payroll is processed in a timely manner;
  • Direct and participate in the development of payroll, accounting, purchasing and internal control policies and procedures;
  • Manage performances of grants, including federal awards;
  • Perform, maintain, and assess cost allocation plan as appropriate;
  • Manage the budget process;
  • Coordinate and prepare internal and external financial statements;
  • Maintain and update accounting software;
  • Coordinate activities of external auditors;
  • Coordinate and control cash and investment management activities;
  • Provide management with information vital to the decision-making process;
  • Examine alternative methods of providing required accounting services in order to reduce departmental operating costs;
  • Maintain regulatory requirements, including all federal, state, local regulations and accrediting organization standards;
  • Attend committee and management meetings as appropriate;
  • Ensure compliance with policies and procedures regarding department operations, fire safety, emergency management and infection prevention and control;
  • Effectively and consistently communicate administrative directive to staff and encourage interactive departmental meetings and discussions;
  • Additional duties as assigned.

Physical Demands and Work Environment

The work environment is characteristic of an office environment. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit; use arms and hands to reach. The employee is also required to stand; walk; and reach with hands and arms. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus. The employee must also possess hearing and speech to communicate in person and over the phone. The noise level in the work environment is usually quiet.

The employee may be in contact with individuals and families in crisis who may be ill, using substances and/or not attentive to personal health and safety for themselves or their homes. The employee may experience a number of unpleasant sensory demands associated with the client’s use of alcohol and drugs, and the lack of personal care. The employee may also be exposed to bodily fluids (blood, urine) and hazardous chemicals.
