Under direction of the Assistant Director, performs managerial work, as the manager of the Chesapeake Bay Program, Stream Partner Program, Project WET and the Basin Coordinators within the Watershed Improvement Branch within the Division of Water and Waste Management. Employee will oversee the development and adherence to the branch's budget, be responsible for the Chesapeake Bay Program, Stream Partners Program, Project WET, and will supervise technical, and managerial staff.
Employee will coordinate with federal and state agencies, local governments, non profit organizations, private entities and other stakeholders to develop plans and implement the above programs.
Employee will obtain and administer funds to conduct outreach and education and to install and monitor water quality improvement and restoration projects through funding and partnerships with federal and state agencies, watershed associations, other nonprofit organizations, for profit entities, local governments, universities and others.
Employee will represent the Department and Division on various inter and intra state committees associated with the Chesapeake Bay and Stream Partner Programs.
Work requires understanding and interpretation of federal grant requirements, federal program requirements, federal and state code, federal and state regulations and federal and state policies and procedures.
Employee must exhibit skill in oral and written communications and public speaking and in grants administration and management; Must be licensed to operate a motor vehicle.
Occasional overnight travel will be required.

Minimum Qualifications
Training: Master's Degree from an accredited college or university.
OR
Substitution: Additional experience as described below may substitute for the required training at a rate of one (1) year of experience for every fifteen (15) semester hours of graduate training and/or every thirty (30) semester hours of the undergraduate training.
AND
Experience: Four (4) years of full-time or equivalent part-time paid experience related to the specialty area.

Market Rate: $78,617
