JOB SUMMARY
This position is responsible for providing clerical and administrative support at the transfer station.
MAJOR DUTIES
- Operates a computerized scale to weigh refuse brought to the transfer station.
- Charges appropriate accounts for solid waste use, collects money and issues receipts, and maintains solid waste records.
- May inspect the contents of vehicles to help ensure no hazardous or prohibited items are dumped at the site.
- Directs traffic to the proper areas for dumping waste or recyclables.
- Observes and screens incoming vehicles.
- Compiles a variety of reports, including sales, tonnage, and related solid waste records; prepares billings for charge customers.
- Performs computer back-up and transmits reports via modem.
- Balances cash drawer against report; prepares cash deposits.
- Posts checks to accounts; enters data to the computer, including information to update existing accounts and establish new accounts.
- Types correspondence and purchase orders as needed; tracks purchase orders for budget purposes.
- Creates monthly, quarterly, and annual reports on department activities.
- Maintains department files.
- Answers the telephone, takes messages, and gives information on transfer station and convenience center fees and hours of operation.
- Reconciles monthly utility bills and bank statements.
- Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of transfer station and scale house operations
- Knowledge of county safety rules and regulations.
- Knowledge of bookkeeping practices.
- Skill in operating a computer, calculator, and computerized scales.
- Skill in performing basic mathematical calculations.
- Skill in maintaining accurate records and preparing reports.
- Skill in operating a two-way radio.
- Skill in dealing with the public.
- Skill in oral and written communication.
SUPERVISORY CONTROLS
The Public Works Director or his designee assigns work in terms of somewhat general instructions. The work is reviewed for compliance with procedures and accuracy.
GUIDELINES
Guidelines include state EPD and federal EPA waste disposal guidelines and county policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of related clerical and administrative duties in assessing and collecting fees at the county transfer station.
- The purpose of this position is to operate the scales at the county transfer station and maintain related records. Successful performance helps ensure that fees are properly collected at the transfer station.

- Contacts are typically with co-workers, other county employees, contractors, and the general public.
- Contacts are typically to provide services and exchange information.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk, with intermittent standing or stooping. The employee must occasionally lift light objects and use tools or equipment requiring a high degree of dexterity.
- The work is performed in an office setting that is often noisy.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
- Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
