Position Summary
To provide law enforcement services to the Winston-Salem State University community.
The Deputy Chief of Police serves as the second-in-command and reports directly to the Chief of Police. This position is responsible for managing the deployment of sworn uniformed police officers and developing strategies for delivering police services in accordance with nationally recognized standards. The Deputy Chief also oversees the response and activities of the investigative division, ensuring effective case management and thorough investigation of reported criminal offenses and concerning behaviors. In the absence of the Chief, the Deputy Chief performs all duties of the Chief in compliance with federal, state, local, university, and departmental policies and procedures. The role encompasses broad supervisory and managerial responsibilities, including directing the activities of the police division, overseeing fiscal services, human resources, and computer support, and formulating and implementing departmental policies. This position coordinates departmental programs with university officials, other department heads, and state and local agencies, functioning in a confidential and direct support relationship with the Chief of Police. The Deputy Chief has direct supervisory responsibility for the Police Operations Division and exercises substantial administrative authority and discretion in all aspects of managerial functions within an extremely complex work environment. Additionally, the Deputy Chief performs a variety of complex administrative duties and other responsibilities as assigned by the Chief of Police.
Strategic Planning
Analyzes and assesses trends in the surrounding community to effectively direct operations. Utilizes existing programs, policies, and operations to accomplish University or Departmental strategic initiatives. Responds promptly and effectively to deploy resources in emergency situations with delegated authority from the Chief. Develops annual goals and objectives for assigned divisions (e.g.: patrol, SWAT, communications, accreditation, investigations, recruitment, and special events).
Assists with the Department’s business continuity/emergency response plan. Assesses current and forecast future staff, budgetary, and training needs, and plans for the procurement of resources, based on industry trends and requirements and projected growth of University or Agency populations.
Recognizes and analyzes emerging issues, develops strategies proactively, and implements necessary changes to address those issues. Possesses comprehensive knowledge of overall organizational structure, demographic populations, facility/building locations, and surrounding infrastructure. Assesses opportunities for future partnerships with key University officials and advances existing relationships. Communicates with Public Safety Supervisors regularly to plan and implement cross-functional procedures and resolve escalated complex problems. Serves as responsible authority for multiple complex units in emergency response situations and direct subordinate positions in the execution of action plans.
Identifies future patrol needs and criminal trends and projects effective strategies to acquire needed resources to meet expected safety needs of the campus community
Establishes partnerships with other university departments, including the Office of Student Affairs, Housing and the Threat Assessment Team in order to ensure that Concerned Behavior cases are properly managed and to prevent future acts of violence
Identifies technological advances that can be incorporated into patrol operations to utilize surveillance and automation to detect and prevent criminal activity
Develops long-term and short-term strategic plans for delivery of police and emergency services to the campus community and develop and implement police operational plans in support of the WSSU All Hazards Emergency Planning.

Implements strategic initiatives as directed by the Chief. Establishes quality control standards, metrics, and best practices. Act of a liaison with Winston Salem Police Department, Forsyth County Sheriff’s Department and other state and local agencies to ensure interoperable communication and seamless response to incidents on campus that involve multiple jurisdictions.
Crafts messages to disseminate to campus community in emergency situations via the RAVE Guardian Emergency Notification system.
Coordinates with University Communications to prepare statements on newsworthy incidents that are law enforcement related and or on-campus or that involve individuals who are affiliated with Winston Salem State University.
Upon request, communicate information pertaining to crimes that occur on campus to local and university media outlets.
Develops Divisional annual goals and objectives for the Patrol, Administrative and Investigative Divisions

Department Required Skills
A minimum of a bachelor’s degree or greater and 7 years of sworn law enforcement officer experience or an associate degree and 9 years of sworn law enforcement officer experience. At least two years of the experience must have been in a supervisory role equivalent. Certification as a Law Enforcement Officer in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission or the ability to achieve certification within one year of employment.
Preferred Years Experience, Skills, Training, Education
- Ten years of progressively responsible law enforcement experience, five of which should have been supervisory in nature, in a police agency providing a full range of law enforcement services to the community.
- Advanced Law Enforcement Certification from Training and Standards
- Law Enforcement Executive Management Training.
- Experience in management of an emergency communications center.
- Experience in management of large events involving significant numbers of attendees
- Experience in management of large-scale emergency response.
- Broad knowledge of the Commission on Accreditation for Law Enforcement Agencies (CALEA) process and guidelines.
