York Street Project (a ministry of Sisters of St. Joseph of Peace) is seeking a full-time Assistant Director of Housing. This is a full-time, onsite position located in Jersey City, NJ. The ideal candidate should be knowledgeable and skilled in working with vulnerable and at-risk populations, helping them stabilize their families and grow toward self-sufficiency and independence.

York Street Project uses innovative programs to shelter, feed, educate, and promote the healing of women and their children. We help families unlearn the lessons of hopelessness and helplessness created by a lifetime of poverty. Annually, our program provide nearly 400 women, children, and families the tools they need to begin their journey toward a life of self-sufficiency.

Overview: The Assistant Director supports the Director in coordinating and managing administrative and operational tasks, ensuring compliance with grants, program regulations, and internal policies and controls. This role includes overseeing the Residence Department and the Food Program, providing crucial management support to the Director, and acting as a key point of contact with important stakeholders such as HUD, ACS, and Hudson County Continuum of Care. The position emphasizes program efficiency, client-focused services, and effective networking.

Key Responsibilities:

Financial Management

  • Oversee rent collection and prepare deposits.
  • Record, track, and manage the Savings program.
  • Develop, track, and manage arrears repayment plans.
  • Prepare and issue annual rent increases.
  • Collect and maintain annual income documents (SMR).
  • Forward Section 8 monthly reports to the Finance Manager.
  • Oversee the timely and adequate preparation and submission of check requisitions.
  • Assist in the development and enhancement of financial documents, processes, and systems.

Federal Grant Management

  • Prepare and maintain drawdown reports.
  • Maintain grant-related financial supportive documents.
  • Assist in calculating support service drawdown portions (e.g., food, transportation, life skills).
  • Assist in audit preparation.
  • Manage contractually obligated grant utilization (families served).
  • Issue and maintain annual Consumer Satisfaction Surveys.
  • Prepare, collect, and maintain Semi-Annual Certification of staff.

HMIS/RHY HMIS Management

  • Update and maintain Bed Inventory.
  • Coordinate and confirm Admin & Discharges.
  • Perform data quality checks.
  • Oversee the completion of Annual Recertifications.
  • Submit the annual Point in Time survey.
  • Prepare import/export reports.
  • Prepare and complete RHY HMIS report for export to the RHY Repository.

Program/Client Support

  • Assist/Conduct interviews of potential program participants.
  • Oversee the collection and maintenance of program files (e.g., lease, occupancy agreement, Section 8 documents).
  • Provide moderate case management, support, and referrals to participants (SMR).

Supervisory Responsibilities

  • Supervise Administrative Assistants, providing support for finance and program-related administrative duties.
  • Assist the Director in the completion of evaluations.

Additional Responsibilities

  • Oversee the Residence Department, ensuring smooth operation and compliance with internal policies and regulations.
  • Manage the Food Program, focusing on program efficiency, quality, and client satisfaction.
  • Provide strategic management support to the Director, including handling high-priority tasks and projects.
  • Act as a point of contact with key stakeholders such as HUD, ACS, and the CoC, ensuring effective compliance, communication and collaboration.
  • Facilitate networking opportunities to enhance program visibility and effectiveness.
  • Ensure that client-focused services are delivered consistently and effectively across programs.
  • Assist the Director in the development and implementation of strategic initiatives to improve program outcomes and operational efficiency.
  • This position works primarily Monday through Friday and requires being on-call to work as needed during evening and weekends hours.

Qualifications and Skills:

  • Bachelor’s degree in a related field preferred.
  • Prior work with at-risk populations.
  • Experience in managing financial tasks and systems.
  • Supervisory experience required.
  • Knowledge of family systems models, Comprehensive Youth Centered Service Model, Trauma-Informed Care, Critical Time Intervention, Motivational Interviewing, and Strengths-Based therapeutic models preferred.
  • Knowledgeable of Homeless Management Information System (HMIS)- or similar system- required.
  • Strong oral and written communication skills, with proficiency in Word and other Office Suite software.
  • Experience working with ethnic and racial minority groups, especially women and children.

Salary : $65,000 - $70,000
