Position Status: Full-time
Salary Range: Pay grade starts at $25.91/hour. Salary will be reflective of education, credentials, and experience.
Scope: Accountable for promoting community health by leading the drug overuse, misuse, abuse, and overdose initiatives of ZMCHD, conducting research, performing data analysis and information management, assisting with policy and program development, facilitating and training groups, and seeking alternate funding opportunities.
Essential Duties (including, but not limited to):
- Contribute to creation and completion of specific performance objectives in personal work plan which links to the ZMCHD strategic plan.
- Coordinate the drug overuse, misuse, abuse, and overdose prevention efforts for ZMCHD by maintaining knowledge of related community activities, coordinating and facilitating the internal workgroups and activities, educating staff on this program area, monitoring progress, and providing ongoing updates to the ZMCHD Board of Health and leadership team.
- Establish, maintain, and facilitate a multidisciplinary coalition focused on overdose prevention and behavioral health. Facilitate the implementation of the goals, objectives and activities/strategies of the behavioral health priority of the Community Health Improvement Plan.
- Maintain and facilitate the Muskingum County Overdose Fatality Review and Suicide Fatality Review (OFR/SFR) committee to identify cases, conduct case reviews and develop actionable recommendations. Provide OFR data to Ohio Department of Health.
- Lead the development and implementation of the Overdose Response Plan, in coordination with the Harm Reduction Team, to ensure surveillance of and prepare for times of increased or unusual trends in emergency room and urgent care center visits related to drug overdose.
- Research available grants and other outside funding that aligns with the public health needs of Muskingum County and contribute to the preparation and completion of such proposals.
- Help in the promotional efforts for ZMCHD programs and activities, both internal and external. This includes attending health fairs and special events, preparing displays for events, developing educational materials and working with the ZMCHD PIO and medial.
- Represent the department and agency favorably to the public. Adheres to the adopted ZMCHD customer service standards.
- Maintain and improve knowledge and skills through participation in meetings, trainings, seminars and in-service trainings.
- Participate in local and state level meetings to learn about and advocate for overdose prevention initiatives and policies
- Conduct research, collect data and perform data analysis toâ¯assistâ¯ZMCHD in programâ¯and policy development
- Coordinate training programs to build planning, policy development, and health outcome awareness within ZMCHD and throughout Muskingum County
- Research available grants and other outside funding that aligns with the public health needs of Muskingum County and contribute to the preparation and completion of such proposals

Minimum Qualifications: An appropriate combination of education, training, course work, and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is:
- High school diploma or GED
- Bachelor’s Degree in related field or experience with community health planning, facilitation of community groups, and project management experience required
- Preferred experience in harm reduction, project management, research, data analysis, information management, group facilitation and training, partnership building, and public speaking
- Valid driver’s license with access to reliable transportation
- Non-tobacco user
