Responsibilities: (Office 60% - 40%)
Responsible for the management and implementation of the permit to work program during all phasis of construction and commissioning.
Responsible for maintaining a register of authorised permit issuer from each package owner.
Responsible for providing training on the permit to work program.
Responsible for coordination of the permit to work against last planner program
Responsible for implementation of the permit to work program
Responsible for auditing compliance of the permit to work program to ensure general work and special condition permits are in place.
Responsible for specific activity walk downs in conjunction with permit requests and authorisation.
Responsible for review of work packs/ RAMS for alignment with permit requirements and special condition permits
Additional Responsibilities
Responsible for compliance audits of work fronts and the permit to work rules
Support incident investigation during the authorisation to work review
Responsible for the implementation of the EHS functions within accountable work packages and assigned areas of buildings and floors.
Participate in the HSE audit and inspection schemes being applied. (In alignment with EHF-312 EHS Minimum Requirements for construction) for accountable package functions
Review and comment on safe working method statements / risk assessments/ SPAs / lift evaluations produced by the Subcontractors, as and when required.
Implementation of the integrated EHS program with all stakeholders
Assist all Field Supervisors, Trade Supervisors, and Subcontractors to implement safe work systems and method statements, as and when required. By working mainly in the field, coach and advise field personnel on HSE issues as they arise during the conduct of the work.
Carry out daily HSE inspections of the total site and temporary facilities and advise Field Supervisors and Facilities Management of findings. Documented using the EHSF-403 form.
Conduct training sessions and discuss circulars with the field supervision on safety matters such as safety performance, legislation, and other safety matters.
Immediately stop any unsafe work practices which are likely to cause accidents or are injurious to health or are non-compliant with national regulations and advise Field Supervisors immediately.
Maintains the register of Safety Observation and review them daily where accountable.
Ensure all personnel are aware of procedures and emergency assembly points.
Ensure all site safety Equipment is available, in good condition and in sufficient quantities for the labour force.
Advise the field supervision on matters relating to HSE and participate in "toolbox" talks with the site labour.
Participate in weekly safety tour as required.
Actively promote safety and environmental awareness among all site personnel on a day-to-day basis and in planned campaigns.
The requirements of the Project's Health, Safety and Environmental Policies are being effectively applied.
The obligations under Health and Safety legislation, Environmental legislation, and all construction regulations applicable to the Project are being complied with.
The Company's safe working procedures and safe working practices are fully understood and that such procedures and practices are being effectively applied.
Participate in the development of the site HSE Induction Programme for personnel coming to site and present this induction.
Provide health and safety and environmental training to site personnel.
Assist in effective HSE communications and coordination between CM, Contractors and Customer commissioning and operations.
Participate in the evaluation of toolbox talks.
Review Contractors compliance with the requirements of Permits to Work Procedures.
Attend Safety meetings and promote safety during regular progress meetings as required.
Assist management/Subcontractors in incident and accident investigation and analysis to ensure a satisfactory closeout is reached.
Arrange for all Contractors Risk Assessments, Method Statements, and lift studies to be filed and recorded.
