Utility Billing Manager
Play a key role in overseeing utility billing operations, ensuring accuracy, efficiency, and excellent customer service. This individual supervises the daily operations of the Utility Billing Department and supervises the Utility Billing Clerks.
PRIMARY DUTIES AND RESPONSIBILITIES: Essential duties and responsibilities may include, but are not limited to the following:
1. Supervises the Utility Billing Clerks in daily operations and activities of billing and metering data functions.
2. Oversee cash collections of Utility Billing monies for utility bills, event room rentals and other payments.
3. Reviews monthly customer utility bills, daily utility billing collection and leak adjustment reports.
4. Reviews and audits readings from the Town advanced meter infrastructure (AMI) software and research discrepancies.
5. Reviews work orders for new meter connection and disconnects, meter re-reads and meter irregularities.
6. Prepares reconciliation reports for all Utility Billing accounts and submits to the Assistant Finance Director for review.
7. Compiles data for regulatory reports.
8. Maintains and modifies approved rates and associated charges in the Town s billing system as required.
9. Investigates and responds both verbally and in writing to complaints and inquiries from utility customers regarding utility billing, rates and Town policies regarding utilities.
10. Assists in special investigations, internal compliance audits and other research as needed.
11. Prepare Refuse sales tax reports.
12. Provides support and assistance to other departments as needed.
13. Supports the relationship between the Town and the public through courteous and cooperative interactions.
14. Perform all job duties, tasks and activities according to work instructions, defined procedures and policies.
15. Identifies, records and reports problems that interfere with the completion of job duties, and initiates, recommends or provides solutions as appropriate.
16. Performs other duties as assigned or required by supervisor including utility billing duties.
Qualifications
EDUCATION & EXPERIENCE High School diploma or GED required. Associate or bachelor s degree in accounting or a related field preferred. Three to five years experience in Utility Billing with at least two years of supervisory experience. Preferred experience in SAP, Oracle, Orcom or other billing software.
SKILLS, KNOWLEDGE & ABILITIES Excellent knowledge of accounting principles and practices, including cash handling and record-keeping, methods and customer service techniques. Knowledge of utility business services. Intermediate writing skills required to write reports, correspondence, and summaries with proper format, punctuation, spelling, and grammar. Intermediate math skills and applications including fractions, percentages, ratios/proportions, and measurements. Computer proficiency with advanced knowledge of MS Office applications and accounting systems. Demonstrated ability to work independently with minimal supervision. Excellent organizational skills with demonstrated ability to plan, organize and execute multiple tasks by assessing and prioritizing work projects. Supervising, training and evaluating personnel. Ability to make sound decisions and effectively handle stressful situations in a professional manner. Ability to understand and follow verbal and written instructions. Ability to abide by all rules, regulations, policies and procedures. Ability to safely perform all physical requirements of the job.
