Academic Req: Must have a Bachelor’s degree in Behavioral Sciences, Human Services or Social Services; Master’s Degree in Behavioral Sciences, Human Services or Social Services field preferred.
Work experience: Required – Bachelor’s degree – at least five years of progressive employment experience in the aforementioned fields that demonstrate case management experience.
Master’s degree – At least 3 years of progressive employment experience in the aforementioned fields that demonstrate case management experience.
Required - experience working with immigrant populations. Bilingual required.
Lived experience in labor trafficking strongly preferred.
Critical Action Items & Measurable Deliverables:
1. Meet all federal and state regulatory guidelines and standards that are applicable to this position.
2. Monitor staff and partner victim service agencies to ensure that assigned cases meet quality assurance measures including accurate assessment of survivors’ needs, development and implementation of service plans, and ongoing contact with the service population.
3. Identify trends and training needs and develop trainings with the Director.
4. Coordinate trainings and directly present trainings publicly on human trafficking in front of varied audiences.
5. Frequently travel across the target service region in personal vehicle or in an agency vehicle in accordance with program protocols.
6. In consultation with the Regional Director make decisions affecting the safety and permanency of survivors and provide guidance to supervisees.
7. Monitor staff and partner victim services agencies to ensure they engage each survivor and the family in the casework.
8. Participate in community meetings and building program relationships in community.
9. Ensure assigned team remains within travel expenditure, efficiency, and safety protocols.
10. Monitor staff and partner victim service agencies to ensure that survivors progress toward risk reduction and achieve treatment goals and positive case outcomes.
11. Monitor staff records, files, form, statistics, and information in the survivors’ records comply with agency, federal and state standards and requirements.
12. Address performance challenges and ensure assigned personnel meet all deadlines and safety requirements for all cases assigned.
13. Ensure teamwork scheduling meets program expectations and protocol.
14. Provide supportive, accurate, and immediate case guidance for direct reports.
15. Ensure communication up and down the chain is immediate, including all safety concerns and required reporting.
16. Directly serve survivors with intensive case management when needed. This may include 24/7 dispatch to meet with newly recovered victims.
17. Participate in scheduled meetings, in-service training and team decisions.
18. Work evenings, weekends and holidays as needed or requested by position supervisor.
19. Maintain BCFS HHS professional and ethical standards of conduct outlined in BCFS employee handbook including demonstrating respect for agency staff, participants, victim service partners, and community members and complying with required dress code at all times.
Essential Functions:
1. Coordinate referrals, service planning, case management, and documentation for the assigned service population.
2. Act as a liaison with program and service resources including legal providers, the immigration court, and the service population.
3. Publicly speak frequently and train small and large groups about human trafficking.
4. Hire, train, supervise and evaluate assigned staff.
5. Engage and support partners to more effectively serve survivors of human trafficking.
6. Represent the agency and educate the community about human trafficking.
7. Identify new programs and resources to support survivor recovery.
8. Work effectively with partners, including law enforcement.
9. Frequently traverse from one location to another.
10. Meets all deadlines required by program supervisor and federal partners.
Requirements:
1. Pass a pre-employment drug screen and random drug screens and maintain emotional control and professional composure at all times.
2. Provide proof of work eligibility status upon request.
3. Pass a pre-employment and biennial criminal background checks.
4. Obtain all required programmatic certification and participate in all required program trainings.
5. Demonstrate the ability to:
a. Engage in public speaking effectively
b. Respond sensitively and competently to the service population’s cultural and socio-economic characteristics
c. Communicate effectively in writing and verbally in English and Spanish
d. Maintain computer literacy required to meet the responsibilities of the position
e. Organize and prioritize responsibilities and duties efficiently
f. Supportively, positively, and effectively supervise a team to reach top performance capacity and continued professional growth
g. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team
6. Demonstrate a working knowledge of all HTI policies and procedures.
