Job Description
- Performs Business Requirements Gathering process, including the creation of deliverables
- Conducts detailed research
- Performs analysis necessary to identify viable solution alternatives
- Follows the Horizon's business requirement's documentation process utilizing the appropriate tools
- Delivers work estimates to client(s)
- Creates technical documents and high-level solution design
- Participates in the complete system development life cycle
- May perform testing including User Acceptance Testing (UAT)
IT Specific Requirements:
- Conduct unsupported requirements interviews with stakeholders; to capture and validate information provided in elicitation sessions, unstructured reviews and Joint Application Development (JAD) sessions.
- Support the translation of business requirements into the estimation and business case development process
- Experienced in using tool and methodologies (e.g. SIPOC) to identify process and operational efficiencies in business current and future state models
Education:
Bachelor's Degree preferred, or relevant work experience required in lieu of degree.
Experience:
- 4-6 years of related IT or Business Analysis work experience preferably in the healthcare insurance industry
- Has played a key role in major company initiatives and demonstrated some leadership experience.
Specific Knowledge:
- Federal Employee Program (FEP) knowledge is highly preferred.
- NASCO Claims Experience desired
- Blues Plan Experience preferred
- Knowledge of system development life cycle (SDLC) and implementation methodologies
- Demonstrates proficiency in structured query languages or analysis techniques
- Demonstrates ability to apply structure to a loosely defined problem
- Demonstrates understanding of core business functions
Skills:
- Requires ability to multitask and handle multiple projects simultaneously
- Requires excellent verbal and written communication skills
- Requires strong PC skills
- Requires excellent organizational skills
- Requires strong analytical and problem solving skills
- Prefer working knowledge of programming, development, and technical architecture
Additional: Willingness to Travel within United States (approx. 5%) for offsite meetings

Salary Range:
$86,000 - $117,390This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity. This range has been created in good faith based on information known to Horizon at the time of posting. Compensation decisions are dependent on the circumstances of each case.
