The incumbent will perform the Children's Services Act (CSA) Program Coordinator duties at 75%, Family Services II Intake duties at 25%, and must meet the Code of Virginia degree requirements for the Family Services Occupational Group listed below under Education and Experience.
Program Coordinator represents the full performance level and is responsible for providing overall program management and coordination of a human services program by developing, coordinating and providing programs, resources and services to meet client needs. Plans and develops strategies for improving outcomes and implement human services programs. Provides oversight of the Family Assessment and Planning Team (FAPT) and Community Planning and Management Team (CPMT). The liaison between the Local Program and the Office of Children’s Services (OCS). Responsible for the audit function of the program.
Working knowledge of:
- Principles and practices of assigned human services programs, and activities characteristic of assigned program services.
- Program practices, techniques, and methods.
- Project management processes and techniques.
- Local service agencies and organizations and departmental programs and activities.
- Program management and development; laws, regulations, policies and standards related to the program; program goals and objectives; program terminology.
- Principles and methods utilized in the program, and human behavior.
Skills in:
- Operating a computer to enter, retrieve or modify data, and the use of word processing, spreadsheet, database, desktop publishing, e-mail, Internet, or other computer programs.
- Interpret laws, policies, and regulations as applied to the Office of Children’s Services (OCS), Federal and State.
- Utilizing OCS proprietary systems.

The Family Services Specialist II receives Child Protective Services (CPS), Adult Services (AS), and Adult Protective Services (APS) complaints, gathers information and inputs into Virginia’s Online Automated Services Information System (OASIS) to support the Services Unit. Interviewing complainants involving suspected child/adult abuse/neglect cases. Working knowledge in Family Services program areas. Interprets laws, policies and regulations as applied to specific area of responsibility. Informs complainant of service programs and the rules and regulations, and rights and responsibilities as a reporter.

- Interviewing callers making CPS/AS/APS complaints.
- Interpret laws, policies, and regulations as applied to CPS/AS/APS.
- Utilizing Virginia’s Online Automated Services Information System (OASIS).

Education and Experience- Minimum of a Bachelor's degree in a Human Services field or minimum of a Bachelor's degree in any field with a minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia). Experience in assigned program area and completion of required training programs or equivalent combination of training and experience which provides the required knowledge, skills and abilities. Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable.
Preferred Qualifications:
Knowledge of the Children's Services Act (CSA) policies and procedures.
Experience with Community Planning and Management Team (CPMT) and/or Family Assessment and Planning Team (FAPT) processes and procedures.
