Position Overview: The Senior Intelligence Requirements Manager is responsible for managing, prioritizing, and coordinating intelligence requirements across multiple disciplines, including Signals Intelligence (SIGINT), Open-Source Intelligence (OSINT), and all-source intelligence production. This role requires a deep understanding of the Customer Service Request Portal (CSRP), COLISEUM , and other Intelligence Community (IC) RFI tools to effectively validate, prioritize, and track intelligence collection requirements across the IC and Department of Defense (DoD). The ideal candidate will have extensive experience in managing intelligence workflows, supervising analytical teams, and liaising with senior leadership to align intelligence outputs with strategic objectives.
Key Responsibilities:
- Lead and manage the development, validation, and prioritization of intelligence requirements for SIGINT, OSINT, and all-source production.
- Utilize CSRP, COLISEUM, and other RFI tools to submit, manage, and track intelligence collection requirements in alignment with mission objectives.
- Coordinate with collection managers, analysts, and operational planners to ensure intelligence needs are met efficiently.
- Conduct gap analysis to identify intelligence shortfalls and develop strategies to mitigate collection deficiencies.
- Oversee tasking, tracking, and evaluation of intelligence collection activities to optimize resource utilization.
- Analyze and refine Essential Elements of Information (EEIs) and Priority Intelligence Requirements (PIRs) to support strategic and operational decision-making.
- Ensure intelligence requirements align with national, theater, and operational priorities.
- Provide senior leadership with intelligence briefings, reports, and recommendations on collection and production strategies.
- Utilize intelligence databases, collection management tools, and advanced analytics platforms to enhance intelligence planning.
- Mentor and guide junior intelligence personnel, ensuring best practices in intelligence requirements management.
- Maintain up-to-date knowledge of emerging threats, adversary capabilities, and intelligence methodologies.
Required Qualifications:
- 10 years of experience in intelligence collection management, requirements management, or all-source intelligence analysis.
- Knowledge of special access programs (SAP), sensitive compartmented information (SCI), and cybersecurity frameworks.
- Extensive knowledge of SIGINT, OSINT, and all-source intelligence production methodologies, platforms, and tools.
- Expertise in CSRP and COLISEUM, with a proven track record of managing intelligence requirements through these platforms.
- Proficiency in collection management tools such as PRISM, HOTR, NSRP, or similar systems.
- Strong understanding of IC requirements processes, Joint and DoD intelligence policies, and intelligence doctrine.
- Experience working in a multi-INT environment supporting operational, tactical, and strategic intelligence needs.
- Excellent communication, analytical, and problem-solving skills.
- Ability to brief senior leadership and work in a fast-paced, mission-driven environment.
- Active TS//SCI required.
Preferred Qualifications:
- Prior experience supporting military, DoD, or IC agencies.
- Familiarity with AI/ML-driven intelligence tools and advanced analytical methodologies.
- Experience with intelligence automation and data fusion technologies.
- Relevant certifications such as Certified Collection Management Professional (CCMP) or Certified Intelligence Professional (CIP).
