JOB DESCRIPTION
JOB TITLE: Accountant II
An At-Will, Non-Represented Position
REPORTS TO: Accounting Manager and/or Chief Financial Officer
JOB SUMMARY:
Under the general direction of the Accounting Manager and/or Chief Financial Officer plans and oversees work within the Court Fiscal Services Department. Assists in performing accounting, auditing, purchasing, budgeting, and recordkeeping functions.
PRIMARY RESPONSIBILITIES & DUTIES:
- Processes required documentation for purchase and payment of goods and services for the Court. Collects and examines documentation for completeness and accuracy. Prepares required forms, requests, and ledger postings. Tracks and logs status of purchase requisitions and purchase orders.
- Maintains weekly accounts payable process for the Court. Collects and examines vouchers, creates check requests and records payment data.
- Balances and reconciles various bank accounts on a monthly basis. Obtains and reviews bank statements, check registers and deposit records from the appropriate divisions to post adjustments to the accounts.
- Prepares and submits various monthly reports including, but not limited to Driver’s License Reinstatement fees, 1099 report, and report of outstanding checks.
- Performs cyclical accounting functions such as maintaining the revenue ledger and reconciling with them with Oracle reports.
- Classifies, records, and summarizes numerical and financial data to compile and keep financial records utilizing an automated accounting system.
- Performs special projects such as budgeting and auditing as appropriate.
- Assists internal Court personnel regarding financial matters.
- Assists in calculating, recording, and distributing fees to the City of Detroit, State of Michigan and Wayne County.
- Maintains inventory control of office supplies.
- Monitors and records capital and controllable assets via the Oracle Asset Module.
- Assists in preparing quarterly grant financial reports.
- Assists in preparing monthly financial performance reports.
- Works with other external governmental agencies to meet the Court’s objectives.
- Performs other duties as assigned.
OTHER RESPONSIBILITIES & DUTIES:
- Obtains and maintains all required state licenses and certifications necessary to
perform the functions of Accountant II.
JOB QUALIFICATIONS:
- The job requires a Bachelor’s Degree in accounting, finance, auditing, public, business administration or related field.
- Minimum of two (2) years of progressively more responsible experience in financial analysis and account reconciliation.
- Interpersonal skills necessary to effectively communicate with the public and Court personnel in the exchange of information using tact and patience.
- Leadership skills necessary to coordinate, provide leadership and review the work of assigned staff.
- Mathematical reasoning ability to make complex calculations with speed and accuracy.
- Computer skills necessary to effectively utilize word processing, database, spreadsheet applications, Microsoft Word and Excel and automated accounting systems.
- Mental ability to frequently handle pressures related to meeting deadlines, fulfilling scheduling requirements, simultaneous handling of multiple projects and working on projects requiring concentration and attention to detail.
- Ability to communicate with Court personnel and outside organizations in the exchange of information.
- Interpersonal and communication skills necessary to communicate effectively, competently, and professionally, both orally and in writing, with Court personnel, judges, justice system partners, and members of the public.
WORKING CONDITIONS:
- Normal office environment with little, if any, discomfort due to heat, dust, noise, and the like.
- Extended workday beyond 7.5 hours a day, evening hours, holidays and weekends may be occasionally required, as scheduled.
- May be required to work at remote locations outside the court building, traveling by foot or other transportation.
PHYSICAL CHARACTERISTICS:
1. Strength, dexterity, coordination, and vision to use a keyboard and video display terminal on a daily basis. Ability to communicate with the public and court staff. Dexterity and coordination to handle files and single pieces of paper. Occasional lifting of objects weighing up to fifteen (15) pounds such as files, stacks of papers, reference, and other materials. Moving from place to place within an office. Some reaching for items above and below desk level.
2. Physical ability to frequently sit, stand, and walk for long periods of time, perform repetitive movements and work in confined areas.
